Research On Pricing Mechanism Of PPP Project Of Sewage Treatment Based On Multi Objective Optimization Theory

In recent years,more and more scholars have begun to study PPP projects,and many studies have pointed out that the pricing of PPP projects is the key to the success or failure of PPP projects.With the government leading the sewage treatment project must adopt the PPP model,it is necessary and meaningful to study the pricing mechanism of the sewage treatment PPP project.Through literature analysis and expert interview,this study decomposes the pricing problem of sewage treatment PPP project into the product of the equilibrium target of the government and social capital,and determines its corresponding pricing target.Through questionnaire survey and data processing,we identify and screen the key pricing factors that affect pricing objectives,and get the internal relationship and importance ranking between pricing objectives and influencing factors.According to their respective objectives and referring to the principles of engineering economics and public economics,the objective function and its corresponding constraint condition function are established.Finally,a PPP pricing model of sewage treatment is established based on multi-objective optimization theory.Finally,the feasibility and rationality of the model are verified by the specific situation of a sewage treatment PPP project in Mianyang.This study can provide the basis and reference for the pricing decision of the government and the social capital.First,the target of pricing the PPP project of sewage treatment is identified and analyzed.First of all,through the literature analysis and expert interview were identified in the PPP project of sewage treatment,sewage treatment on pricing,consider from the government and the social capital and the project itself features several aspects,first identified the two main factors of pricing objectives and main consideration.Then selected the PPP project of sewage treatment based on the main factors affecting the pricing factors pricing objectives and main consideration,initially identified 21 factors affecting the pricing,and then through the questionnaire survey method to price influencing factors for further identification and analysis.The importance of the 21 pricing factors is sorted through the processing of the questionnaire data,which is a good preparation for further building the pricing model of the sewage treatment PPP project based on the multi-objective optimization theory.The last is designed to solve the multi-objective optimization theory and quantification of sewage treatment PPP project pricing model and method of optimal pricing model from multi objective considerations based on the angle of combination of pricing objectives and influence factors of PPP project of sewage treatment given above,set the unknown quantity constraints of corresponding functions,including elastic model of sewage to deal with the social demand,the pricing model of a real multi goal.Through a case study of a sewage treatment PPP project in Mianyang,the model is verified,and an optimal price set and related data is obtained,which verifies the feasibility and rationality of the model.Then it provides the basis and reference for the decision of the government and the social capital to determine the price of the sewage treatment PPP project.
