The territory of our country is vast, but arable land is less, the share of per capita arable land also is low. With the acceleration of industrialization and urbanization, the land space demand due to economic and social development will be rose, which would be achieved by reducing the amount of arable land. Coupled with China’s huge population base has promoted the growth of population, the total demand for food will also increase; the need for stable and high yields will increase the pressure on the quantity and quality of arable land. Our country developed an arable land protection policy to protect arable land quantity and continuously improve the quality of arable land. Well-facilitated capital farmland is based on land consolidation project, through a series of project measures, such as formatting land, improving soil fertility and planning irrigation facilities for better infrastructure, stronger resilience and better ecological standards to satisfied arable land with ample water, continuous, high fertility, well irrigation and transportation. Then reached water-saving and efficient high quality goals of stable and high yields despite drought or excessive rain. Constructing well-facilitated capital farmland is an important guarantee for stable and high yields, it is also important to promoting agriculture with refined, intensive and large-scale level. Well-facilitated construction sequencing of arable land in capital farmland protection with scientific, objective and systematic arrangement has great significance on industrial upgrading, social stability and economic development.At present, research for construction sequencing of well-facilitated capital farmland is less, and the research mainly concentrated in the temporal and spatial configuration of well-facilitated capital farmland, the study on the construction modes include natural conditions, foundation conditions and regional environmental. In this context, a starting point in the paper is comprehensive evaluation of quality of arable land and builds a decision-making model, Taking Jishan county of Shanxi province as an example for the research of construction sequence of well-facilitated capital farmland.According to the definition of well-facilitated capital farmland,15 factors are selected from 5 aspects of soil fertility, they are irrigation, farming conditions, location conditions and policy conditions, they affect the quality of well-facilitated capital farmland. (15 factors including organic matter, total nitrogen, available phosphorus, available potassium, underground water level, the distance from water canal, radiation distance from water canal, slope of arable land, available soil layer thickness, degree of concentrated, traffic accessibility, distance from arable land to urban, distance from arable land to residential, the degree of mechanization, modern agriculture planning area). Using spatial analysis of GIS to dispose the factors index standardization and assign the numerical value of vector map layer; using analytical hierarchy process (AHP) to construct decision model of construction sequence and calculate the weight of each factor, finally determine the schedule through the weighted scores. Based on the weighted score results which are reflected in the vector map layer, arable land in Jishan County according to the timing can be divided into 5 regions, they are priority construction area, planning construction area, long-term planning construction area, reserve construction area and reforest construction area. The results showed that effects of cultivation and irrigation on construction sequencing of well-facilitated capital farmland were larger.Then selecting 6 indicators, including slope of arable land, degree of concentrated, shape index of field, Unicom conditions of irrigation and drainage with row ditches, traffic accessibility and clear property rights to research for consolidate modes of the regional situation. Using spatial analysis to assign the numerical value in partition results of vector map layers and Topsis method to analyze the advantages and disadvantages of above indicators, it points out that the key and difficulties in each region of construction of well-facilitated capital farmland. In the consolidation, each region should be paid attention to the problems of 3 aspects about Unicom conditions of irrigation and drainage with row ditches, traffic accessibility of field and contiguous nature of arable land distribution.
