To eliminate poverty and let the people live with dignity are the responsibility of every government can not shrink,which are also the fundamental source of its legitimacy.In new period,China government proposed the precise poverty policy ideas have been put into practice nationwide.However,in the specific implementation there is a deviation phenomenon.It is well known whether a scientific and reasonable public policy can achieve its desired goal,most fundamentally,depends on the effective implementation.This paper is from the implementation of precise poverty alleviation policy in some regions of the deviation from the background,carried out the following reflections and explorations: why would a good public policy in the implementation can go deviant? And what is the reason for it and how to avoid?This paper based on the principal-agent theory and public choice theory to guide the empirical research in X County of Sichuan Province,in which the precise poverty alleviation policy implementation relatively early,and the relative maturity of the typical cases.Base on contacting with the local government,through the uses of surveys and interviews,this paper analyzes the problems of X county's precise poverty county policy implementation,The problems of the precise poverty alleviation policy implementation that the author have found in X County of Sichuan Province,are as follows : accurate identification of "inaccurate",village cadres "bureaucratization",poor integration of poverty alleviation resources,project arrangements of "palliatives",poverty alleviation performance evaluation "formalization",poverty alleviation and other difficulties.The main reason for these problems is that: "value orientation deviation" of the village cadres policy,"maintaining stability thinking" to exclude the participation of the masses,the performance evaluation mechanism is not complete,and the masses of the "self-interest",and so on,which led to the precise poverty alleviation policy implementation deviation from the expected "track".Therefore,from the improvement of public policy implementation,the author put forward the followingaspects to avoid the implementation of precision poverty alleviation policy implementation deviation: perfecting the village "first secretary" system,strengthening the local new think tank construction,encouraging the masses to participate in the implementation process of precision poverty alleviation policy,guiding the masses to establish the correct values,and so on.
