Influence Of ASEAN Technical Barriers To Trade On China's Exports Of Agricultural Products

Asia is the largest export market for agricultural products in China and the top three markets for China's agricultural imports.ASEAN is an important partner of China's agricultural products import and export trade in Asia.The establishment of China ASEAN Free Trade Area has greatly promoted the bilateral trade between China and ASEAN,and promoted the development of the Asian economic belt.In 2011,ASEAN is the first to replace Japan,became China's third largest trading partner.Thus,ASEAN plays an important role in China's foreign trade.Since 2003,the trade of agricultural products between China and ASEAN has been in a state of trade deficit.In 2012,the reverse balance reached its highest value of 60.4Billion dollars.In 2013-2015,the reverse shrink rapidly.In 2015,the reverse reduced to13.76 Billion dollars.By analyzing the situation of China's export trade suffered from ASEAN technical barriers,agriculture is the industry which suffered the most ASEAN technical barriers,the amount of reported accounting for up to 81.23%.From 2000 to2016,China's exports of agricultural products suffered ASEAN TBT notification accumulated to 284,SPS notification accumulated to 984.Relative to TBT measures,ASEAN members are more inclined to use SPS measures.In addition,By Country analysis the situation of China's exports of agricultural products suffered ASEAN technical barriers,Specializes in China's export of agricultural products to implement TBT and SPS measures mainly concentrated in Thailand,Indonesia and Philippines.Technical barriers have also showing the trend of more and more stringent,raise the importance of human health and environmental protection,close integration with intellectual property protection,from non stereotype to institutionalization,focus on the implementation of standardization strategy and management of the whole process of production and management of technical standards.By building the gravity model,comparative analysis of the regression results of2000-2016 and 2006-2016 in the two panel data,we found that with the years reduced,the inhibitory effect of ASEAN technical barriers on China's exports of agricultural products is stronger.Therefore,in recent years,ASEAN members have increased their efforts to protect their own agriculture,more and more technical barriers have implemented to the export of China's agricultural products.Finally,the article separately from the government,industry associations and enterprises perspective gives corresponding countermeasures and suggestions.Therefore,this paper studies how to deal with ASEAN technical barriers,and the situation to improve China ASEAN agricultural products trade deficit,and promote the healthy development of China-ASEAN Free Trade Area is of great theoretical significance and practical value.
