Study On The Influence Of Russia’s Technical Barriers To Trade On China’s Agricultural Exports

The characteristics of economic anti-globalization have become more and more obvious,and technical trade barriers have been widely used by various countries.As an important agricultural export partner of China,Russia has been increasing the number of legal provisions on green trade barriers in the field of agricultural products and food trade in recent years,and the frequent formulation of technical regulations and standards,increasingly complex commodity quarantine and inspection procedures,and stricter commodity packaging and labeling instructions have made the situation of Chinese enterprises exporting agricultural products to Russia increasingly serious.It is important to explore the impact of Russia’s technical trade barriers on China’s total agricultural exports and export margins,and to jointly alleviate the negative effects of Russia’s technical trade barriers on enterprises,industries and government departments,and to promote the sustainable and healthy development of China’s export trade of Russian agricultural products.Firstly,on the basis of relevant literature,the research direction and innovation points of the article are clarified;Then,based on the new trade theory and economic theory,the trade effect of technical barriers is analyzed.On the basis of the above,this paper analyzes the current situation and marginal characteristics of China’s export trade of agricultural products to Russia,explores the current situation of technical trade barriers imposed by Russia on agricultural products,and further summarizes the main forms and characteristics of China’s agricultural exports from Russian technical trade barriers.Furthermore,the impact of Russia’s technical trade barriers on agricultural products on China’s agricultural exports to Russia and their export margins were empirically tested,especially the difference in the impact of Russia’s technical trade barriers on the export margins of China’s primary bulk agricultural products,semi-processed agricultural products and processed agricultural products.The results show that,firstly,the expansion margin and price margin of agricultural export growth are the driving forces driving China’s export share,in terms of products,the proportion of primary bulk agricultural products in the export share is decreasing,semi-processed agricultural products are the backbone of driving export share,and the market share of processed agricultural products still has more room for improvement.Secondly,the number of technical trade barriers set up by Russia for agricultural products is on the rise,and the implementation goals are diverse,and China’s trade in agricultural products with Russia is still facing a relatively serious situation.Thirdly,the increase in technical trade barriers set by Russia for agricultural products will have a negative impact on the export volume of primary bulk agricultural products and semi-processed agricultural products by reducing the types and quantities of exports of Chinese primary agricultural products,as well as the number of exports of semi-processed agricultural products,thereby reducing China’s exports to Russia’s agricultural products,but promoting the export prices of processed agricultural products,which can promote the growth of exports of processed agricultural products to Russia.Finally,according to the structure and marginal characteristics of China’s agricultural exports to Russia,suggestions are put forward to optimize the export structure of agricultural products from the perspectives of government,industry and enterprises.In view of the current situation of technical trade barriers imposed by Russia on agricultural products and the main forms and characteristics of technical trade barriers suffered by China’s agricultural exports to Russia,the early warning system of technical barriers to trade barriers is proposed from the three perspectives of the government,industry and enterprises,so as to effectively predict and respond to changes in the Russian agricultural product market and reduce export risks and losses.In view of the impact of Russia’s technical trade barriers on China’s total agricultural products and classified agricultural exports,and export margins,suggestions on implementing the diversified strategy of agricultural product exports and actively exploring the agricultural product export market are put forward from the perspectives of the government,industry and enterprises.
