In recent decade,Chinese International Contractors(CICs)have successfully expanded their construction services into the international market.However,poor performance in sustainability and poor relationships with various stakeholders has significantly influenced CICs international project performance.However,in the construction industry,CSR perceptions and priorities differ culturally.Such diversity requires construction companies to adapt their CSR policy by cultural zone.Thus,understanding and systematically labeling the CSR perceptions of specific regions within a host country is believed to more objectively facilitate project progress.In order to examine the gaps of CSR,numerous studies utilized Delphi approach to solicit information from practitioners.Despite significant findings in this research area,the results have been critiqued for the subjectivity of individuals and heterogeneity of their background.In bridging this gap,we proposed a semantic labeling approach to explore CSR perception of Nigerian through public media,aimed at answering the following questions: Should Chinese International Contractors(CICs)prioritize different CSR categories for different geopolitical zones in Nigeria? If so,which categories of social responsibility should CICs focus in each geopolitical zone? Should CICs prioritize different CSR categories for government and non-governmental stakeholders in Nigeria?A Semantic dictionary was adopted that summarized the Contractors perspective into 51 CSR issues.Qualitative data was collected from online Nigerian private news websites and official government news websites using the python 2.0 programming language to create a crawler and scraper code.The crawler collects the web pages.The scraper takes web pages that have been downloaded,and extracts data from those pages,so that it can be transformed to.txt and processed through the semantic labeling program.The keyword frequencies were labeled and frequencies were summed up and averaged using entropy.We analyzed the frequencies by various region specifically the six official geopolitical regions of Nigeria: North West,North Central,North East,South West,South South,and South East.The results demonstrated that all six regions emphasize different CSR categories and issues.The final results of the findings are presented as a 7-point CSR priority punch list and chorpleth CSR distribution map.A questionnaire survey and expert interview was conducted to validate the results derived from the semantic labeling approach,validating the findings of this study.In summary,stakeholder theory was used as a standardized model to further highlight the results obtained from the research and then used to make recommendations for policy.
