With the development of economy and society, and the progress of science and technology, the market environment is more and more complex and changeable, customers demand products and service to be more diversified and personalized, which had presented higher requirements for the enterprises to survive and develop. In response to the increasingly complexity and volatile external market environment, many companies are looking for new changes.Projects and operations are two of the most common business activities in the enterprises, and the projects are more adaptable to the changing market environment and diversified customer needs than the operating activity. Therefore, more and more enterprises choose the project model to carry out their business activities, changing from operation-oriented to project-oriented form. Also more and more researchers and enterprises pay attention to the project management. It is precisely because that the projects have strength in response to the market changes and customer demands,project-oriented enterprises have difficulties to stipulate project members' responsibilities. And the responsibilities of the project members always change because of the difference of project targets and project environment. As the key part of the project implementation, the project members' hard-working is extremely important, and interdependency among tasks is very high, the project members need corporation in order to achieve the ultimate goal of the project. Therefore,it is not enough for the project members to work alone or only follow the responsibilities written in the position descriptions,we need more researches on how to motivate project members' extra-role behaviors. This paper will use the theory of planned behavior as a framework to study the formation mechanism of the project members' extra-role behavior in the project context.First of all, this paper respectively reviews project-oriented enterprises,extra-role behavior, the theory of planned behavior, consolidates the theoretical basis.Secondly,on the basis of the literature reviews and through the perspective of the theory of planned behavior, this paper identifies the influencing factors by semi-structured interview and content analysis, and forms the framework of this study. After that, basing on other mature questionnaire scale and interview documents, this paper develops five subscale questionnaires.By using the internet, this paper received 308 valid questionnaires, and analyzed these data by SPSS and AMOS software.Through the analysis of the data received, this paper achieves the following conclusions: The project members' helping intention has a significant positive impact on their helping behaviors, behavioral attitude(including expected economic benefits and expected psychological benefits),subjective norms(including descriptive impact and injunctive impact)and perceived behavioral control(including helping self-efficacy and perceived control)all have positive effects on their helping intention, among them expected economic benefits has the most notable impact. Finally, this paper summarizes the research hypotheses and analyzes the reasons, then gives some advice about how to motive the project members' helping intention.
