Researching Causes And Influential Factor In Poverty Of Peasant Households In Guanghe County At Present Stage

Poverty and development as a worldwide problem,has brought many serious consequences,which is the blockage of social progress and economic development in our country.Poverty and development can also cause social unrest and disharmony,political instability.Although Chinese reform and opening-up made our country obtained remarkable achievements in poverty alleviation and development work have a great positive influence for our country to promote economic development,political stability,national unity and social harmony,also made an important contribution to global poverty reduction.At present,the problem of poverty in our country is still serious.We need to raise our concerns and continue to intensify measures to improve the overall situation.To play a crucial battle for poverty alleviation,to ensure that by 2020 grand target of build a well-off society in an all-round way and basically eliminate absolute poverty of goals,the Chinese government has been dedicated to implement effective anti-poverty policies to alleviate rural poverty.Gansu Province is a developing area,which has several problems,such as,adverse natural conditions,fragile ecological environment and out-dated country.Guanghe County,is a especially poverty county,and almost is the poorest county in Gansu Province,which is the greatest difficulty in achieving a well-off society.How to accelerate rural development will be a major and urgent task in the face of government in Gansu Province.Therefore,the purpose of this paper is through the study of poverty,to find out the current situation of the development of rural poverty in gansu province represented by Guanghe County,to figure out opportunities and challenges of the rural development in national regions,to learn from domestic and foreign advanced experience and practice,to in order to ensure the countryside in gansu province and the national synchronization to realize the goal of struggle to build a well-off society in an all-round way in contribute efforts.The article is divided into four parts.The first part is theory research for poor,mainly puts forward the research background of this study,describe the research background and research meaning,research status both at home and abroad,and introduces the research adopts the research method and the overall research ideas,research concept definition,research object and research scope,puting forward the theoretical basis of support full-text,which lay a theoretical foundation for the full text of poverty causes analysis.The second part according to the status of Guanghe County analyzed its features of poverty based on the economic,cultural,social and ecological aspects of poor performance,and then summarized the characteristic of poverty,pointed out the particularity of national poverty causes.The third part is the empirical study,taking the combination of quantitative and qualitative analysis,and analyzing the causes of poor villages and poor families in Guanghe County.First of all,on the basis of sample survey data,combined with qualitative analysis of access to data,preliminary descripted its poor performance,explained the influence of a variety of reasons.Secondly,based on Alkire and Foster multidimensional poverty analysis method,combining with the characteristics of rural poverty selected dimensions and indexs,and builded a multidimensional poverty measurement model,resulted the present situation of Guanghe County's residents widespread in poverty,Further to explore the main reasons of poverty have poor housing conditions,low education level narrowly social relations of family,less per capita and assets.The fourth part is the normative study.On the basis of the results of the study,we mainly researched poverty alleviation and development strategy of Guanghe County,puting forward measures to promote poverty alleviation and development strategy of vitalizing national economy,finally put forward anti-poverty theory and the corresponding policy measures to explore hoe to help Gansu Province and even the western's rural residents get rid of poverty as well as get rich.Enventually realize the comprehensive well-off society.
