Problems And Measures Of Accurate Poverty Alleviation In Rural Areas Of Lianshui County

In November 2013,when Xi Jinping visited the west of Hunan Province for the first time,he made the important instruction of "seeking truth from facts,adjusting measures to local conditions,guiding them according to their own circumstances,and take targeted measures in poverty alleviation." After that,General Secretary Xi Jinping repeatedly made clear demands on taking targeted measures in poverty alleviation.Accurate poverty alleviation and fighting for winning the poverty alleviation battle has become an important national strategic deployment during the 13th Five-Year Plan.In the party's 19 report,General Secretary Xi Jinping emphasized that the major social contradictions in our society have been translated into the contradiction between the growing need for a better life and the unbalanced development of the people,and once again pointed out:"From now to 2020,it is the winning stage for building a well-off society in an all-round way," stressing that "resolutely to win the fight against poverty,"demonstrating the determination and confidence on winning the tough fight against poverty of the party and the government.Since the Central Committee of the Chinese Communist Party has sounded the keynote of "resolutely winning the war against poverty," the Lianshui County government has always adhered to the direction of making decisions and deploying the CPC Central Committee and provincial and municipal governments,on the basis of a full analysis of the strenuous efforts of the local people in getting rid of poverty,the Lianshui County government has always insist on seeking truth from facts,concrete analysis of specific issues.Conscientiously do a good job in all areas of poverty alleviation,and fulfill the "small goals" of offensive and strenuous efforts in almost all aspects.The work on poverty alleviation has achieved remarkable results.However,in Lianshui County,during the actual work of rural poverty alleviation,there are still deficiencies in the identification of poor households,assistance,poverty alleviation work,and the establishment and improvement of related supporting mechanisms,all above result in the overall effect of precision poverty alleviation work.In order to solve these problems in a targeted manner and improve the effect of precision poverty alleviation work,this paper takes Lianshui County,a poor county in Jiangsu Province,as an example to study the current situation of the work on accurate poverty alleviation in rural areas of Lianshui County,by consulting relevant literature materials,and in-depth understanding of the situation in Lianshui County,poverty,and the status quo of poverty alleviation work,then deep into the countryside and select 200 poverty households in 4 villages and 50 correspondingly responsible persons to conduct questionnaire survey,and conducted follow-up investigations and individual interviews for a small number of poor households and poverty alleviation workers,in order to obtain first-hand data on the status quo of rural poverty alleviation in Lianshui County,and analyze in depth the problems and causes of precision poverty alleviation in rural areas of Lianshui County,combined the theories of government governance and accurate poverty alleviation,take the experience of poverty alleviation abroad and in other parts of the country,find out that if we want to change the status quo of precision poverty alleviation in Lianshui County and successfully win the fight against poverty,we must improve the accuracy of the identification system,help poor households based on local conditions,and we must establish a scientific and complete system for accurate poverty alleviation work,during this process,it is also necessary to always pay attention to strengthening the management of personnel,projects,funds,and aided persons in precision poverty alleviation work.Only in this way can we break through the bottleneck of precision poverty alleviation work,there is "no one,no family fall" to achieve true poverty in the end.The main contents of this paper include the following parts:the first part is the introduction,which mainly introduces the research background and significance of the dissertation,combs the domestic and foreign researches on accurate poverty alleviation,and introduces the research ideas and research methods of this article.The second part is related concepts and theoretical basis,the main theories used in this study are described and introduced;The third part is the analysis of the present situation of accurate poverty alleviation in rural Lianshui County,mainly including the achievements,problems and problems analysis;The fourth part is the experience and reference of accurate poverty alleviation work,mainly divided into two parts:foreign experience and experience in other areas of China;The fifth part is the suggestion countermeasure,that is to further consummate the Lianshui County accurate poverty alleviation work the suggestion and the countermeasure;The sixth part is the conclusion,the core of this article to extract,summarize and sublimation.
