Study On Evaluation And Promote Countermeasure Of Development Ability Of Ecological And Livable City In Western Underdeveloped

With the rapid development of the urbanization,environmental pollution,ecological damage,traffic congestion such a series of urban problems becoming increasingly acute,urban ecological environment and quality of life is continuously deteriorating.The construction of sustainable development Eco-livable city,turns into the inevitable choice to the current urban development.How to achieve Eco-livable city evolves hot spots and priorities the academic and government focus on.Analysis domestic and foreign relevant research results of Eco-livable city,this paper constructs the development ability evaluation index system of Eco-livable city in Guizhou Province from three aspects,separately economic development ability,ecological development ability and social development ability,and uses the mean square decision method to determine the weight of the evaluation index,and applies the fuzzy comprehensive evaluation method to evaluate the development ability of Eco-livable city in 9 cities in Guizhou Province.Research results show:Eco-livable city development capacity in Guizhou Province exists significant regional differences.In 2015,the Eco-livable city development capacity order of nine cities in Guizhou Province is Guiyang> Zunyi> Kaili> Duyun> Liupanshui> Xingyi> Anshun> Tongren> Bijie,wherein,Guiyang is at a good level,Zunyi,Kaili,Duyun,Liupanshui are at a general good level,and Xingyi,Anshun,Tongren,Bijie at a general level.Guiyang,the highest class eigenvalue,is 0.77 higher than the lowest BiJie.Guiyang has the best economic development in 9 cities,and it is also the most livable city with the strongest development capacity.It shows that the contradictions between speeding up the development of economy and protecting the environment can be coordinated and unified in less developed areas.Eco-livable city development capacity in Guizhou Province is increasing year by year.From 2010 to 2015,the Eco-livable city development capacity of nine cities appearing upward trend year by year.Besides,this paper,according to the mean ranking of the class eigenvalue for six consecutive years: Guiyang> Zunyi> Duyun> Kaili> Liupanshui> Xingyi> Bijie> Anshun> Tongren.Analyzes the contribution rate of each evaluation index to the development ability of Eco-livable city,eight indicators being the highest contribution rate that from large to small in order is: per capita income of rural residents(C4),sewage centralized processing rate(C12),water consumption for ten thousand yuan GDP(C7),public transport vehicles for ten thousand people(C18),per capita GDP(C1),per capita public fiscal revenue(C2),hospital beds for ten thousand people(C22),energy consumption per unit of GDP(C6).Moreover,two indicators are negative contribution rate,respectively,the regional environmental noise mean(C9)and environmental protection investment in GDP(C14).In order to promote the construction and development of ecological livable city in Guizhou Province,suggestions are made from 3 aspects of economy,ecology and society.From the economy aspects,we should vigorously develop the green economy,promote industrial transformation and upgrading,and comprehensively optimize the energy structure and reduce the consumption of energy resources.From the ecological aspects,strengthen urban green construction,improve the urban ecological environment;increase financial input,improve the legal system of environmental protection;conduct ecological education in an all-round way,and create an atmosphere of ecological culture.From the social aspects,efforts to improve infrastructure,improve the people's living conditions;to speed up the development of education,enrich the cultural life of the people;to improve the social security system,promote the harmonious development of the society.
