The Research On Institutional Innovation Of Promoting The Technological Achievements Transformation In Qinghai Province

Institutional innovation is an important guarantee to promote the transformation of scientific and technological achievements,which is of great significance to accelerating the implementation of innovation driven development strategy in Qinghai province.Through the analysis of the policy and regulations on the promotion of scientific and technological achievements,on the basis of grasping the needs of the system,build an evaluating indicators system of effective supply level which promotes the transformation of scientific and technological achievements.This paper establishes one hundred and sixty-three pieces policies about commercialization of research outputs in Qinghai Province,including provincial local regulations,provincial government regulations and administrative regulatory documents of the provincial government.This paper uses the observation point of text content,combined with the three-level index,coded the content,described and analyzed the supply of the official system of Qinghai province.Combined with the index weight of the expert forecast method,using the analytic hierarchy process,under the situation of centesimal system,the effective supply level of Qinghai province to promote the transformation of science and technology is 47.2,at the " worse" level.In view of the lack of specific regulations on the transformation of scientific and technological achievements in Qinghai province,the content of the relevant regulatory and departmental documents is inconsistent.And then,suggestions on the measures of system supply centering on the key links such as clear achievement attribution,perfect incentive mechanism,and promoting the combination of government,enterprises,education and research policy were put forward.
