In recent years,with the slowdown in economic growth,the economic development of China has entered into a new stage of transformation and upgrading and diversification.As a service industry,the engineering cost consulting industry has cultivated a number of engineering cost consulting enterprises with market competitiveness after decades of development.However,the domestic construction market is down,and the new development projects gradually tightened,which lead to the shrink of engineering cost consulting market demand.At the same time,the engineering cost consulting industry homogenization phenomenon is serious,and foreign professional engineering cost consulting enterprises have entered China,which make the domestic engineering cost consulting market more competitive.China's engineering cost consulting enterprises are facing "internal and external worries".In this context,"Going Global" to explore new market actively has become an important choice for China's engineering cost consulting enterprises to get rid of the development dilemma,to break through the development bottleneck and enhance the international competitiveness.As an important direction to deepen the reform,the "Going Global" strategy is China's long-term and sustainable development strategy.Based on "The Belt and Road" strategy,the huge infrastructure gap will provide a broad market for engineering cost consulting enterprises "Going Global".At present,few engineering cost consulting enterprises in China have "Gone Global",which is due to the complex and changeable international environment,cultural barriers,differences in system and standards,the lack of international talent,and so on.Therefore,the problems on how to systematically identify the influencing factors of China's engineering cost consulting enterprises "Going Global" and construct an effective "Going Global" development strategy system urgently need to be took into account and to be solved,and it also has important theoretical value and practical significance.First,this paper summarizes related research about the domestic and foreign engineering cost consulting,enterprise "Going Global" and industrial output strategy,and introduces the theory of "Going Global" strategy,strategic management and the relevant theory of competitiveness.Next,this paper discusses the development history and characteristics of domestic and foreign engineering cost consulting industry.Based on the analysis of the present situation of engineering cost consulting enterprises,the research on the international performance of the engineering cost consulting relevant industry "Going Global" and SWOT analysis,this paper points out that "Going Global" is the inevitable choice for China's engineering cost consulting enterprises in order to enhance the international competitiveness.Then,based on policy research,literature research,etc.,the paper identifies 52 factors that affect the engineering cost consulting enterprises "Going Global".By using questionnaire investigation,sorting method,factor analysis and entropy method,this paper identifies six key component factors,which are the talent and innovation,international performance,technical support and software applications,financial strength of the enterprise,customer service system and the macro environment.Finally,based on the strategic framework identified by the process analysis,the identified key component factors of "Going Global" and previous research results,China's engineering cost consulting enterprise "Going Global" development strategy is effectively developeded.The main conclusions are as follows: First,based on the analysis of the present situation of China's engineering cost consulting enterprises,the research on the international performance of the related industry "Going Global" and SWOT analysis,this paper indicates that "Going Global" is the inevitable choice for engineering cost consulting enterprises to enhance the international competitiveness.Secondly,based on policy research,literature research,case study,expert interview and various quantitative analysis methods,the six key component factors affecting China's engineering cost consulting enterprises "Going Global" are identified,in which the financial strength of the enterprise is the most important.Thirdly,based on the method of process analysis,the framework of "Going Global" development strategy is determined.According to the key component factors of "Going Global" and the previous research results,this paper constructs the development strategy system of China's engineering cost consulting enterprise "Going Global",including the strategies of subject selection,location selection,market entry,operational security and government support.
