Research On Digital City Management In Chongqing Liangjiang New Area District:Situation,Problems And Countermeasures

China's urbanization is in the stage of rapid development.Nowadays,a variety of "urban disease" is increasingly prominent with the constraints of land,population,elements and other resources.The current concept of urban management,methods and means have lagged behind the pace of urban development,urban size and the needs of residents.At the same time,the global information technology,cloud computing technology,Internet of things technology,3S technology is developing rapidly.In this background,digital city management has emerged as the times require.This paper takes the theory of seamless government,multi-center governance and good governance as the theoretical support of digital city management,and makes a special case analysis on the situation,operation performance and existing problems of digital city management in Liangjiang New Area District.The main conclusions are as follows:(1)Through the development of the past seven years,Liangjiang New Area District has made some important achievements in the process of digital city management,including the reconstruction of urban management process,the development of "wisdom two rivers" geographic information cloud service platform,build digital community and Yuelai International Ecological City,etc.These outcomes is conducive to the establishment of a harmonious and stable urban development order in Liangjiang New Area District,as well as to provide digital,intelligent and convenient life for the public.(2)At the same time,Liangjiang New District of digital city management still has some problems.Including the monopoly of public information,the source of funding for digital projects is relatively simple,the performance appraisal system of law enforcement personnel is not perfect,the lack of information security legislation,and the capability of independent innovation of information security technology is insufficient.These problems began to become an important factor restricting the further development of the digital city management in Liangjiang New District,and it is also the focus of this paper,we trying our best to solve these problems.(3)In view of the problems existing in the process of digital city management in Chongqing Liangjiang New Area District,this paper learn from domestic and foreign digital city experiences,and from the perspective of government,enterprises,community and residents to make some specific recommendations.Including enhance information sharing across government departments,government and enterprises,government and citizens.Establish and improve the information security laws and regulations,strengthen enterprises in the field of information security technology independent research and development,to provide more intelligent public goods and services.Mobilize community residents and social intermediaries to participate spontaneously in digital construction,etc.
