Study On Evolutionary Mechanism And Strategies Of Land Acquisition And Demolition Group Events

With the rapid development of new-tye urbanization and the emergence of Characteristic towns,China is in full swing for land acquisition and demolition.In the critical period of economic rapidly development,a series of problems left by the reform of the economic system still exist and continue to be fermented.At the same time,the reform of the social and political system is slow,which makes the land property right and the subject unclear,makes the land acquisition and demolition difficult and full of conflict,even evolves into the impact of government agencies,containment traffic arteries,mob and other group events,seriously affecting the stable development of China's society and the new-tye urbanization.In this paper,this kind of group events caused by land acquisition and demolition is referred to as group events of land expropriation and demolition.Therefore,on the basis of studying its evolution mechanism,it is of great significance to put forward the corresponding countermeasures for the harmonious construction of new-tye urbanization in our country.Based on the above realistic background,this paper discusses the group events of land acquisition and demolition by methods of literature research,comparative analysis,theoretical analysis,case analysis and the induction analysis.It studies the related concepts,participants,process of four land acquisition and demolition cases,evolution path and evolution mechanism model.Through the analysis of land acquisition,demolition and the object and compensation standard,this paper clarifies the research scope and macroscopic background;By analysis the change of the participant and its role,it points out that as the environment changes,the participant becomes a multi-party game;Based on the relevant theories,the process of the four cases was studied;This paper summarizes the evolution path of group events of land expropriation and demolition,which is a complex evolutionary path(chain evolution,centralized evolution and cyclic evolution);Combined with the stage of division,it build an evolution mechanism model of group events of land acquisition and demolition.And it also studies the stage coping strategies.Based on the above research and analysis,this paper puts forward the countermeasures for the group events of land acquisition and demolition from the perspective of laws and regulations and participants.Through the above research,this paper draws some conclusions:(1)Based on a certain social macro background,the group events of land acquisition and demolition is jointly promoted by the participation of the game response strategies of the main objects;(2)In the course of the incident,the distribution of benefits is unfair to form the initial potential conflict.The game and the reaction of the parties accumulate the conflict,and the coupling of the external factors causes the conflict to break out.And the compromise has brought the conflict down.(3)It should take countermeasures from the point of view of laws and regulations and main participants,prevent the occurrence of key node events in the process of stage evolution,and block the development path of group events of land acquisition and demolition.This paper can provide some reference for the grassroots government to master the evolution mechanism of the group events of land acquisition and demolition and make reasonable countermeasures.
