Since Chongqing became the municipality directly under the central government,it has accelerated the industrialization and urbanization.Beibei District,as one of Chongqing metropolitan area,based on the strategic positioning of Expanded Function District,and was driven by the development and construction of the Liangjiang New District,the region's average annual growth rate of construction land was basically in the top three in Chongqing.Facing the situation of a large population with relatively little land,the spatial distribution of cultivated land resources is uneven,and the contradiction between supply and demand of land resources is sharp,it is urgent to change the mode of land use and improve the efficiency of land use.This paper chose 2002 to 2015 for the research period,and combined with the quality of cultivated land distribution and planning implementation to make an empirical study on Beibei District of Chongqing.Firstly,this paper analyzed the expansion characteristics of regional construction land in quantity and space.Then,constructed the evaluation index system from four aspects such as land use intensity,land input level,output benefit and land use dynamic potential,based on the entropy method,the current construction land intensive degree in the study area calculated by means of grey correlation analysis method;Finally,Eviews software was used to test the smoothness,cointegration test,Granger causality test,impulse response function and variance decomposition of time series data of construction land scale and intensity,so that we could explore the correlation and mechanism between construction land expansion and intensive utilization level.The main research conclusions were as follows:(1)The construction land and cultivated land distribution area in Beibei District were connected in space.The construction land expanded rapidly,which mainly in exchange for attenuation of cultivated land scale.Fierce construction land change area were mainly distributed in Cai Jia and Shuitu Group,which were basically consistent with the development and construction of Liangjiang New District.During the "Twelve Five" period,the construction land expansion in Beibei District significantly accelerated,and the expansion of urban land and transportation land were particularly significant.It could be seen that the construction of Liangjiang New District has promoted a new wave of urbanization in Beibei District,which has accelerated the pace of construction of high speed,railway,rail transit network and urban facilities.(2)The contribution of population growth,economic growth and construction land growth in Beibei District to Chongqing in the same period reflects that the contribution of the growth of fixed assets investment,the contribution of population growth,the contribution of construction land growth,the contribution of economic growth in decreasing order.During the "Twelve Five" period,compared with the same period in Chongqing,population growth and construction land growth maintained a good flexibility,investment in fixed assets was larger,the amount of construction land used for economic growth consumes still has room for reduction.(3)The construction land intensive use level in Beibei District showed upward trend,which was the same as variation tendency of construction land dynamic potential utilization.The intensity of construction land use and the level of construction land intensive use were less relevant,that is to say,the highest construction land use intensity does not represent the optimal intensity.During the "Twelve Five" period,the construction land investment and output efficiency improved significantly,but it showed a high input and low output trend.(4)There was a one-way causal relationship between the expansion and intensive use of the construction land in Beibei District.The specific performance was: the expansion of construction land was not conducive to the level of intensive use in short-term.But in the long run,the expansion of construction land was the reason for the increase of intensive use level.In conclusion,with the rapid expansion of construction land in Beibei District,although the intensive use of construction land was on the rise,but the location advantage was still not obvious,non-land elements of the alternative power lacked motivation,and unit construction land area non-land element investment also depended on the expansion of construction land.To construct the healthy Expanded Function District of Chongqing Municipality,Beibei District must change the mode of land use and economic development to improve the efficiency of construction land use.On the one hand,focusing on the transport infrastructure interoperability,highlighting the advantages of location to speed up the accumulation of innovative elements,continuing to play a regional industry concentration centripetal force.On the other hand,digging idle construction land,and at the same time,it is necessary to strengthen the planning and management,rationally allocate the land use quota,optimize the land supply structure,which could support the demand of Expanded Function District construction land.
