Land is the foundation of human living and the medium for social and economic development. Social economic development need the support from landing resources. Urban land intensive utilization plays an important role in regional economic development. The article firstly introduces the situation and direction of development of land utilization in Jing’an District, analyzing the existing problems of land utilization and management. The article points out that through improving the reutilization of old industrial workshop, enhancing the inactive constuctive land comimg into use, to make more use of the disused land and mitigate the contradiction between regional development and the hard-to-get lands. The policies of general plans for land use, city planning and readjustment of the industrial structure influence the reutilization of old industrial workshops more or less, as well as the result of intensive utilization of the inactive constructive lands. As the exsiting condition the policies aforesaid are incompatible, which disturb the enhancement of the policies. In this article the writer anlyses the reasons of the incompatible policies, which including the government seting-up, contents of polices and means of execution. The writer also proposes the measures to solve the incompatible policies.
