Study On The Problems And Countermeasures Of Land Conservation And Intensive Utilization In Jiangxia District Of Wuhan City

As the rapid progress of modern industrialization, urbanization, and agricultural modernization, some problems caused by extensive use on land in the past such as land violations and inefficiency have become increasingly prominent. It is the inevitable choice to change land use patterns and promote economical and intensive utilization of land resources. Jiangxia District, Wuhan, has ranked its seventh consecutive No.1 in the comprehensive ranking of Hubei county economy since 2008, and its overall economic strength ranks middle level in the top 100 counties in China. With the rapid development in recent years, additional construction land in Jiangxia District has been increasing year by year approaching the upper limit of the overall land use planning, which makes the land supply and demand is in ever-growing conflicts and in an urgent need of promoting economical and intensive land. Researches on economical and intensive use of land are mostly based on the theoretical level and intensity of land use analysis less on the government public management, policy formulation, and implementation level to analyze relevant issues and specific measures.Taking Jiangxia District, Wuhan for study, adopting literature research and empirical analysis, combined with urban development and land utilization in Jiangxia District, this paper analyzed the land utilization data both on qualitative and quantitative aspects in recent years, and summarized some major problems of economical and intensive land utilization in Jiangxia District from six different aspects.1, the low rate of supply for the land resulting in the low rate of the approval land utilization;2, a large number of idle land;3, the illegal land utilization for the problem of land extensive utilization;4, lack of intensity of land utilization5, land utilization efficiency is not high;6, land using for commercial and pubic services is relatively few.In addition, this paper analyzed the main causes to the above problems from the aspects of economic development, land policy and administration mechanism. For four aspects, from the perspective of the government supervision the paper put forward four measures:1, to plan the layout reasonably, innovate the way of land utilization, and guide small businesses cluster development correctly;2, to conduct actively, take various measures and accelerate the disposal of idle land;3, to strengthen supervision after approval, and improve land use efficiency;4, to adjust land use structure, and make full use of the potential of the land.
