With the continuous development of state-owned enterprises in the economy,the competition among enterprises has gradually evolved into the competition of talents,incentive mechanism construction has become the enterprise human resources management in the first place,the staff incentive mechanism is beneficial to improve employee job satisfaction,at the same time to achieve the goals of the organization to meet their own needs,so as to mobilize the enthusiasm of the staff work enthusiasm,to provide a solid reserve forces for the staff of independent innovation,self-improvement,enterprises have the advantage in the competition of talents,which has laid a solid foundation for the enterprise in the fierce competition in the market.Therefore,how to establish a scientific and effective staff incentive mechanism,the formation and rational use of scientific and effective incentive mechanism to attract talent,cultivate talent,retain talent is one of the important topics of state-owned enterprises.The state-owned enterprise management,including C technology,service personnel,in the process of development the enthusiasm is not high the staff professional personnel loss,this paper selects C,state-owned enterprises as the research object,from the aspects of salary system,performance appraisal,training and development,to confirm and implement reasonable and effective the rewards and punishment system to improve the enthusiasm of the staff C of state-owned enterprises,improve the competitive strength of state-owned enterprises C.This paper uses the case analysis method,literature research method,interview method,inductive method,reviews the related theory of the state-owned enterprises staff motivation and the current research status of the staff incentive mechanism of state-owned enterprises.On the basis of literature research,research status of domestic and foreign relevant incentive and incentive related theories are discussed,on the basis of the theoretical research combined with the research,in-depth analysis of existing employee incentive mechanism of state-owned enterprises and the characteristics of C current staff problems,the lack of explicit incentive mechanism;the performance of poor incentive effect;training incentive is limited;the lack of clear promotion incentive mechanism;construction of enterprise culture is insufficient,lack of spiritual motivation;lack of effective incentive system security problem.On the basis of the research,draws lessons from the relevant incentive theory,combined with the actual situation of C state-owned enterprises put forward to perfect salary and welfare system,play compensation incentive;construct a reasonable performance system,implementation of performance incentive system;training system,training incentive;clear promotion channel,achieve promotion incentive;pay attention to the spirit incentive,material incentive and spiritual incentive combination several targeted measures.And in order to safeguard measures landing,proposed a mechanism to motivate staff C security system of state-owned enterprises,such as incentives to do publicity reform;establish and perfect the system of reform group;system;broaden the channels of communication and supervision;improve the employee incentive evaluation system.This will serve as a reference for the C state-owned enterprises and the reform of the staff incentive mechanism of state-owned enterprises similar to those of C state-owned enterprises.
