The "letter" of the legal document in mainland China has a long history,but there is still a variety of biases in the theoretical interpretation and actual use.The paper is subject to the official document,based on the theory of research field,such as linguistics,secretary science,stylistics and grammatology,and combined the traditional literature research method with data statistical method,chart analysis method,case cited method,comparison analysis method,scientific classification,the combination of inquiry letter,and the proper use of way,the article attempts how to use the letter well.The paper carried out the systematic study of the letter.First,indicate the bias of the letter.The bias of letter will be divided into three aspects that is the generic bias,document bias and the bias of text itself.About the generic bias,such as the confusion between "letter" and "letter",the confusion of "letter" and "memo",is not the official document.Document bias,such as the error of the letter and the relevant literature.The bias of the text is: the relationship between the documents,the format of the document and the expression of the language.Second,the article will analyze the reason of the bias by the level of country,writer and operator.Then we can find the methods to avoid it produce.Avoid methods also have different for different reasons,at the national level to evade methods: avoid regulations own defects and further improve document knowledge popularization and training,to further improve the post procedure,establishing and perfecting the restriction and supervision mechanism.The author's avoidance method: the author wants to improve his own level and rigorous study.The method of evading the author is the correct understanding of the relationship,the strict observance of the regulations and the protection of the Chinese culture.The method of evading the literary and carrier aspects: strengthening the emphasis on the culture,the tendency to conform to the trend,and the avoidance of deficiency.Finally,the paper points out that the mainland letter and the Hong Kong official letter also show their differences in the history,application scope,format and language of the Hong Kong office,which can be borrowed from each other.On the one hand,the mainland letter can draw on Hong Kong's official correspondence,and continuously optimize the rules and regulations,adjust the scope of application,and improve the process.On the other hand,Hong Kong's official letter can be used for reference from the mainland,improving the regulations,optimizing the language and writing the format.Based on the current situation and the actual requirements,the paper speculates that the mainland letter may show the trend of digitization,new media,affinity and internationalization.
