Dilemma And Countermeasure Study On Safety Training Of Principals In Ordinary Production And Management Units In Jiangbei District,Ningbo

In recent years,the frequent occurrence of major safety production accidents has affected the fundamental interests of the public.Safety production has received extensive attention of the society,and as a result,the government and enterprises are attaching more importance to the training and education of safety production.However,in some ordinary production and management units,because of lower accident rate of mass death and casualty,they still haven't attached too much emphasis to safety production.In the ordinary production and management units,especially quantities of middle and small-sized enterprises,their principals still have fluke mind,pursuing economic interest and putting aside the education and training of safety production or just muddling through their work.In the rapid development process of enterprises,industrial accidents happen frequently and there is serious occupational hazard.What's worse,the statistic data of injuries and deaths based on the huge cardinal number is shocking.Principals of the production and management units take full charge of safety production.Whether the enterprises value safety depends on whether the principals know about safety and value safety.Thus,the safety training of principals admits of no delay.In this thesis,taking the current situation of safety training on principals of production and management units as the research object,the author analyzes the dilemma at present,and by referring to advanced experience in safety training abroad,based on governmental regulation theory and government reconstruction theory,the author also puts forward relevant countermeasures and suggestions.In the first part,the author expounds the research purpose and significance of the thesis,research overview at home and abroad as well as the content and emphasis of the thesis.In the second part,the author defines the concepts of ordinary production and management units,principals,safety production and safety training,and explains the application of the content and comment of governmental regulation theory and governmental reconstruction theory in this thesis.In the third part,by means of questionnaire survey and personal interview,a qualitative analysis is done based on the survey result,pointing out that the training on principals in ordinary production and management units in Jiangbei District hasn't received wide attention from enterprises,society and even the government,and as a consequence,the training is unable to achieve ideal effects.In the fourth part,as the chapters above have laid a theoretical and practical foundation for the analysis of the dilemma in safety training of principals in ordinary operation units in Jiangbei District,Ningbo,in this part,the author focuses on analyzing the existing dilemma,which includes the conflict of economic pursuit and safety input,the conflict of legal provisions and performance assessment,the conflict of high training objectives and low fiscal subsidies and the conflict of training carrying capacity and legal requirements.Besides,the author also tries to analyze the causes of the dilemma.In the fifth part,based on the study of the mature practical pattern on safety training in western developed countries,the author puts forward some measures that Jiangbei District can refer to,such as adopting incentive governmental regulation methods,and supporting intermediary organs and internet technology application.In the sixth part,according to the analysis of the dilemma,the author puts forwards corresponding countermeasures and suggestions,including enhancing propaganda work and promoting the sense of safety responsibility;setting government performance appraisal indexes based on governmental functions;increasing financial fund and innovating incentive mechanism;changing training methods and introducing network technology application.
