The Problems And Countermeasures Of Elevator Safety Supervision

Elevator safety has drawn wide attention in recent years as it is directly related to the safety of people and property.Through the research of elevator safety supervision in Yinzhou District Ningbo City,the paper analyzes the current situation in three dimensions with the Subject,the Policy,and the Element,by using questionnaire survey methods and depth interviews.The study shows that the safety of elevator in this area is difficult to be effectively guaranteed and is always influencing the smooth function,due to the problems of elevator safety supervision in the fields of supervision system,the source and terminal supervision,especially the imperfection in the legal system,the lack of effective integration of the supervisory organization,and the difficulty in clarifying the supervision responsibility.This research shows that,the root causes of elevator safety supervision problems are the market failures and the government failures in supervision.Therefore,to approach the problems of elevator safety supervision once for all should start with solving the market failures and the government failures.By changing the regulatory concept and designing new regulatory policies,clearing the role of the government and the market in the regulation,drawing the boundary and function of the government and the market,allowing the government to maintain the market order and the market to allocate society capital more effectively,and thus to provide safer elevator products and service,various problems in regulation would be solved fundamentally.
