With the rapid development of economy and society,the acceleration of urbanization and aging in china.The elevator has become an indispensable means of transportation for people.Everyday,elevators carry more than 200 million passengers in china.While the elevators provided convenience for people,elevator safety accidents seriously affect the harmony and stability of society and the rapid development of economy.Elevator safety is related to the lives and property of people.We use and product more and more elevators.In recent years,we has maintained the highest number of elevators,annual output and annual increment in the world.Guangdong,as the frontier of Chinese reform and opening-up,has always been the top holder of elevator.In order to improve the effectiveness of elevator safety supervision and reduce the accident rate of elevators.Since 2014,Guangdong took the lead in carrying out the reform of elevator safety supervision nationwide.After the reform,the security situation of elevators in Guangdong has been basically stable,but with the continuous expansion of the number of elevators in Guangdong,the number of old elevators has increased year by year.Elevator safety situation is still serious.Elevator safety accidents happen from time to time.In 2017,there were 5,627,000 elevators in China,the accidents of elevators happened 56 times,and led to 41 deaths,and 700,334 elevators in Guangdong,the accidents of elevators happened 8 times,and led to 5 deaths,The number of registered elevators,accidents and deaths in Guangdong accounted for 12.45%,14.29% and 12.20% respectively of whole country.Therefore,in order to safeguard the economic and social development and guarantee the growing need for a better life of chinese,under the background of the current initiative to build a world-class bay area in Guangdong,Hong Kong and Macao,Further improve the elevator safety supervision of in Guangdong is very urgent and necessary.Based on the perspective of public governance,starting from the main regulators of government,market and social,applying the theory of responsive supervision,This paper summarized and analyzed the current situation,existing problems and reasons of elevator safety supervision in Guangdong.With the model of elevator safety supervision of some developed countries and cities at home and abroad.To study how to effectively optimize the elevator safety supervision system,and put forward a set of optimization countermeasures for elevator safety supervision in Guangdong.Innovate the system of elevator safety supervision and perfect the governance of elevator by the multi-agent jointly.Insist on administration by law and improve the laws,regulations and standards of elevator.Strengthen the responsibility of market for self-supervision.Implement co-construction,co-governance and sharing,Forming a governance pattern by the social agent together.Increase the using of new technology and raise the level of elevator safety supervision.The proposal is not only the guiding plan and basis for the safety supervision of elevators in Guangdong,but also has some reference significance to other regions.
