Studies On The Safety Management Of Elevator In Changsha

With the development of social,the elevators are widely applied and have built a close relationship with the public gradually.Residential elevators as the most common vertical transportation tools,and the residents daily travel safety and convenience are closely related,plays an important role in our life.Residential elevators save time and energy,but it also brings risks.In recent years,the elevator accident is directly related to public and people's safety,seriously affected the social order,cause lots of social problems.And the vicious competition in elevator maintenance market and the government monopolized detection are leading the government to be accused on the supervision failure,the government credibility has also been damaged seriously.So,how to supervise the elevator efficiently has aroused public attention,and becomes to a new subject which needs to be solved urgently by government.In this paper,by studied the current situation of Changsha residential elevator safety management,the problems existing in elevator supervision in Changsha were found: the non-delegable and independent duty of the user unit is not put in place;the function of the supervision departments is not clear;the requirements of the maintenance are too low;the market of detection is not opened.According to the successful experience of other cities,a series of solution was proposed about transforming the government functions,introducing the market competition,increasing the maintenance requirement etc.These propose can be used as a reference for the supervision departments.
