Research On The Efficiency Evaluation And Collaborative Development Of The Ports In Beijing Tianjin And Hebei

The port plays an important role in the transportation system of our country.The port is the hub of transport network and it's the strategic node in integrated transport system.It is the strong support of national economy development,it plays an important role in the economic system.As one of three port groups in the Bohai area,beijing-tianjin-hebei port group palys an important role in in promoting regional economic coordinated development of the beijing-tianjin-hebei region.The beijing-tianjin-hebei port group includes Tianjin Port,Qinhuangdao Port,Tangshan Port and Huanghua Port,but they don't belong to one administrative areas,so they only considers their own interests.Redundant construction causes port homogeneity phenomenon,such as excess competition and industry structure,combined with the hinterland overlap,as well as the vicious competition price disadvantage factors,makes the beijing-tianjin-hebei port group of low production efficiency.The port group stay a "subhealth" situation.In order to improve the efficiency of the port group,the beijing-tianjin-hebei port group should strengthen cooperation between the four ports,so as to enhance the comprehensive competitiveness of port group.This paper analyzes the current situation of the development of Qinhuangdao port,Tangshan port,Huanghua port Tianjin port,Then calculate the production efficiency of ports in Beijing,Tianjin and Hebei region through Data Envelopment Analysis and Malmquist total factor productivity index method from the static and dynamic two aspects,clear the development direction on Qinhuangdao port,Tangshan port,Huanghua port,Tianjin port,in order to improve the efficiency of the ports.We analysis and evaluate the efficiency of the port group,and it helps help the government formulate the reasonable policy planning and helps the port judge the gap between other ports.It also helps the ports enhance the level of efficiency and improve the competitive advantages,and finially optimize the port resource facilities.In addition,the collaborative development of port group is one of the important ways to improve the efficiency of port.Sharing information of technology resources,the communication of management system,the exchange and cooperation between the ports,these measures can solve the problem of low competitiveness of port.Finally,the paper gives some advice to promote the collaborative development of beijing-tianjin-hebei port group.Include each port should clearly define the strategic position of port development in the regional economic development,so as topromote the rational use of port resource facilities;Perfect the construction of the collection and separation system of each port,develop the container sea-rail transport actively.Develop modern port logistics and lift the level of the port service;The port should take advantage of each other's strengths and establish a new mode of coastal area maritime supervision as a whole,so as to realize the joint development of the whole area.
