Along with the intensification of competition in the real estate market and the pressure of the government's macro-control,the real estate industry tends to develop toward large-scale and rapid turnover.Therefore,the efficiency of centralized bidding procurement plays a vital role in the rapid expansion of real estate enterprises and the improvement of cost risk management and control capabilities.This paper takes H real estate company elevator equipment centralized bidding procurement management as a case study.This paper applies the project risk management theory and method in the centralized procurement process of elevator equipment,through literature research method,questionnaire survey method,analytic hierarchy process and fuzzy comprehensive evaluation method.H Company currently analyzes the three levels of elevator centralized procurement risk identification,risk assessment and risk response measures.First of all,there are various problems in the centralized procurement of real estate,such as: material classification is not reasonable;centralized procurement process is too long,delay timeliness;centralized procurement is difficult to adapt to the sporadic,regional and emergency procurement of the project,so H As an example of the company's centralized procurement of elevator equipment,elevator equipment has the characteristics of complex technology,various types and high value.If problems occur in the procurement process,it will cause unpredictable safety risks and economic losses.In the centralized procurement process of elevator equipment,how to evaluate effective risk factors with scientific management methods and make necessary risk response solutions.How to speed up the development of the project can not only save costs,but also improve the speed of elevator procurement and the progress of on-site engineering.Therefore,it is of theoretical and practical significance to construct a risk management evaluation system suitable for elevator equipment.By reading the relevant literature on project risk management,referring to the research results of other scholars,combined with their own work experience,the brainstorming method and Delphi method are used to screen out the risk indicators.Secondly,using the Delphi method and the Analytic Hierarchy Process,constructing an effective centralized procurement risk assessment model for elevator equipment,and constructing four first-level risk indicators,12 second-level risk indicators,and 19 impacts.The second-level risk factor establishes a scientific risk assessment system based on the identification results.Finally,according to the weight of the indicators in the constructed risk assessment system,the key factors of the centralized procurement risk of elevator equipment are judged.According to the fuzzy evaluation method,the risk control level of H company elevator centralized procurement risk management is judged,and the risk response measures are reasonably proposed.At the same time,it provides an effective and feasible risk assessment system for centralized procurement of other materials and equipment,and even applies to a wider range.In short,the purpose of this study is to help procurement decision-makers to conduct targeted scientific management and achieve better economic benefits in response to the characteristics of centralized procurement of elevator equipment.On the other hand,the research results of this case,it is expected that real estate enterprises can have certain practical value and practical significance not only in the centralized procurement of elevator equipment,but also in the risk management improvement of other materials and equipment procurement.
