HSE Management Improvement Countermeasure Of XX Petro Chemical Company Of HSE Management

HSE refers to the health,safety and environment.HSE Management method developed in the late 1980 s,with respect to health,safety and environment.HSE Management is the pass for petrochemical industry to achieve modern management and go to the international market.It is a scientific,systematical and perfect management system whose actual operation has been continuously going complemented and perfect,gradually mature in long-term petrochemical production process,providing guarantee for the development of the petrochemical industry.Domestic enterprises are experiencing different aspects and levels of problems in the running of HSE Management System.Prompt analysis on these problems is a necessary condition for continuous improvement of HSE management system.This paper is to find out shortcomings emerged in XX Petrochemical Company when implementing HSE Management through in-depth analysis.Furthermore,to bring forward practical improvement solutions for the above specific questions with the aim to help the company improve HSE Management level,reduce accidents and achieve sustainable development.This paper first introduces the connotation,features and ideas of HSE Management system,as well as its related theories discussed in detail.Through on-site research in XX Petrochemical Company,detailed investigation for the existing HSE Management system and analysis on current HSE Management for details,three elements in lack were found in XX Petrochemical Company: leadership and commitment,organization and management.The reason was analyzed in three aspects: ideas,implementation and techniques.Then the corresponding improvement program was put forward from three aspects: the HSE Management philosophy,human resources optimization and HSE Management methods promotion.Meanwhile,some safeguards for improvement were addressed from other aspects: to enhance the executives' understanding of HSE Management,improve the implementation of HSE Management,and establish inspiriting and constraint mechanisms,as well as effective means of communication.Finally,add a summary to the whole article.
