Study On The Fishermen's Citizenization Under The New Urbanization Background In Qingdao

Since the reform and opening up,the coastal areas which have been walking in the forefront of China's industrialization and urbanization are high level of China's modernization regions.From the perspective of social change,the citizenization of fishermen and the urbanization of coastal fishing areas is one of the two sides.The citizenization of fishermen is the urbanization process in coastal fishing areas.In recent years,from objective and subjective,the rapid development of marine economy,the rapid changes in fishery production environment,the continue push of national policies,the realization of the traditional fishermen's ideal choice and the realization of the "new generation" fishermen's role identity transformation promote the process of the fishermen's citizenization in coastal fishing areas;In 2013 eighteen of the Third Plenary Session of the party clearly pointed out that "the Chinese characteristic new urbanization road",which provides great opportunity for the fishermen's citizenization in employment,public services,social equity and improvement,and clutching this important opportunity from new urbanization,putting the citizenization of fishermen on the important agenda,summing up experience,analyzing of the problems and studying on countermeasures will be in favor of the process of fishermen's citizenization in coastal fishing areas' further promotion.With the actual construction of the new urbanization of Qingdao,in coastal fishermen at the present stage of Qingdao as the research object,is divided into five parts to study on the fishermen's citizenization under the new urbanization background in Qingdao.The first part is the preface,firstly,the paper conducts a comprehensive analysis to the study's the internal and external background and theoretical and practical significance,secondly,conducts a systematic analysis to domestic and foreign scholars' research on the fishermen's citizenization,and describes the research ideas and research methods.The second part is theoretical overview of the urbanization and the fishermen's citizenization,in basic theory of the new urbanization and fishermen's citizenization as a starting point,the paper searches for the general rules of the fishermen's citizenization under the new urbanization background,and sorts of the relationship between new urbanization and the fishermen's citizenization;The third part is the status of the fishermen's citizenization of Qingdao,the paper combines first-hand data obtained on field research in Qingdao fishermen,combs the practice and experience of the fishermen's citizenization in the new urbanization process in Qingdao,and due to the lack of the external impetus in the government level,the insufficient of the market pulling power,the lack of the supportive force in the carrier-level,the insufficient of the internal driving force from the fishermen and other reasons,there have been several problems,such as the lack of differentiation of the residence's transformation,unscientific of the employment's transformation,the slow transformation of social rights and the hard to follow up the transformation of the abilities' civilization.In the basis of the fourth part which is reference to the Yingkou economic and Technological Development Zone,Jinzhou New District in Dalian,Lianyun District in Lianyungang's experience of the fishermen's citizenization,according to the state of the Qingdao City and the characteristics of the fishermen group,the fifth part promotes the fishermen's citizenization in Qingdao during the process of new urbanization background from four dimensions,which were residential urbanization,non-agricultural employment,power equalization,and ability urbanization.
