The Government Fiscal Responsibility Problems In Endowment Insurance

In an aging population growing in today's society,social assistance and social welfare for the elderly has become the focus of the government department concerned,the government's attitude and solution for pension issue has become a social hot issues to the forefront of public opinion.Since the implement of endowment insurance system in our country,after years of exploration and reform,has formed the endowment insurance system with Chinese characteristics.The establishment of the urban endowment insurance system in China has experienced 20 years,has formed the perfect mode of endowment insurance and pension insurance fund management system,the government in this period played a financial leverage and macroeconomic regulation and control function.But as the economic system transition,the change of social structure,the change of government function and finance model transformation,the public finances of urban endowment insurance responsibility and contribution to the constantly changing,but the fiscal responsibility of government are not clear,become a major bottleneck of endowment insurance system reform in our country.Therefore,we must strengthen the theory and practice research of government fiscal responsibility,reasonable definition and strengthening the government responsibility,thus ensuring the efficient operation of urban endowment insurance system can be stable,to better solve the problem of "time".In this paper,using literature analysis and specific problem analysis,of John Maynard Keynes' s theory of state intervention theory and welfare economics are studied,based on the two theories,to my city endowment insurance of fiscal responsibility is defined.In jilin city endowment insurance,for example,specific analysis on the present situation and problems of the jilin city endowment insurance was studied,and analyses the reasons of the existence of the problem.Article is divided into five chapters,the first chapter is introduction,introduces the research background and significance,research status at home and abroad,the research content and method,draw the outline of the overall framework of this article.The second chapter of the government fiscal responsibility problems in endowment insurance research related theory,laid a theoretical foundation to the research of this paper.The third chapter expounds the government fiscal responsibility in the endowment insurance in our country.The fourth chapter analyzes the problems existing in the government fiscal responsibility in the endowment insurance,and further analyzes the causes of the problem.The fifth chapter for strengthening the government fiscal responsibility in the endowment insurance the countermeasure and the suggestion.Through the study of this article,through to our country government fiscal responsibility in the endowment insurance funds demand and analyses the effect of fiscal capacity,the author affirms the achievements at the same time points out the problems and analyzes the specific reasons,and put forward the countermeasures and Suggestions of targeted,feasibility,the development of the urban endowment insurance is of great significance.Analysis,on the other hand,the Chinese government the basis of fiscal responsibility and scope in the endowment insurance,defining the boundary of government fiscal responsibility in urban endowment insurance,on the basis of the given government fiscal responsibility fund demand and guarantee ability of quantitative analysis and the countermeasures and Suggestions,to perfect the system of endowment insurance in our country and the construction of public finance is of great practical significance.
