Research On The Whole Process Investment Control Of Hou Yu Railway Construction Project

Based on the actual situation of Hou Yu railway construction,from the feasibility study,preliminary design,bidding to the implementation stage,this paper makes a detailed study on the investment control of Hou Yu railway construction project,according to the whole process investment control concept.In the feasibility study stage,the owner should strengthen the feasibility study of the project,do a good job of project economic evaluation,strengthen the program selection,optimize the design,make sure the technical standards scientific and reasonable.In the design stage,the owner should use the concept of value engineering actively,adopt reasonable design limits,implement the design responsibility,coordinate the external environment,reduce the project investment effectively;In the bidding phase,the owner should urge the design unit to do the construction design,strengthen the construction of drawing examination and assessment efforts,divide the tenders reasonably,carry out bidding work according to the law,further reduce the risk of investment control in the implementation phase.During the project implementation phase,the owner should do well in the land acquisition and demolition,the changes of design,the organization of construction,the management of construction funds.At the same time,the owner should improve the investment control management account through dynamic update,using Earned Value Method to analyze investment,analyze the cause of deviation in time,and forecast and grasp the trend of project investment.This article makes an in-depth discussion on the investment control of railway construction from the owner point of view.It is hoped that it can be used as a reference for railway construction investment managers.
