Study On Electricity Sales Reform At The Perspective Of Public Policy

The power industry is one of the most important basis for the development of the national economy.The grid assets have economies of scale and natural monopoly.Countries around the world have been vertically integrating business model to operate the power industry by electricity generation,transmission,distribution and sales for ages.In the process of the development of the electric power industry in China,the operation of each segment is becoming more and more professional.And the distinction between the market competition and the natural monopoly is becoming more and more obvious.After 2000,the electricity supply will be able to meet the demand of domestic production,life needs gradually,with the improvements of technology,economy and management.In order to improve the efficiency and quality,the administration has carried out the reformation of electric power system.The separation of factory and network has basically achieved.However,there are still some exist problems about the development of China's power industry,such as the lacks of market trading mechanism,price relationships and the transformation of government functions.Whether these key issues can be solved,is related to the success or failure of the market reform of electric power industry in our country.Therefore,deepening reformation of electric power system has been added into the work schedule of the central government gradually.In March 2015,the CPC Central Committee published a few supporting documents about deepening deepening reformation of electric power system,which is the beginning of electric power system reformation.In October 2016,the reformation of electric power system started to accelerate with a couple of announcements by the national development and reform commission,and gradually entered into the operational phase.The side sale of electricity reformation is a top-down revolution based on national policy in advance,pilot reform,long-term feedback,policy adjustment and progressive promotion.Thus,from the perspective of public policy,it is extremely significant to investigate the systematic,compliance and coordination on all aspects of policymaking,policy implementation and feedback,and to refine the problem of rising abstracts and theories during the side sale of electricity reformation.Chongqing is one of the first batch of pilot cities.According to the national and local documents,the local government,the State Grid and other newly established power sales enterprises are still exploring and seeking for their own positions in the reformation.In fact,there are amount of problems need to be clarified and investigated.Therefore,the accumulated experience and existing problems,carried out in the reform implementation of theory and practice,are promoting the future power system reformation,the national energy policy reformation and the overall economic system reformation.Public policy is the embodiment of government-based public law will.The formulation and implementation of public policy constitute the main process and activities of government public administration.The essence of public policy is that the government solves public problems through making choices between reducing the subjective gap and reducing the objective gap by considering its own interests and public interests.The side sale of electricity reformation,as the leading and promoting reformation,has three significant aspects by introducing the analysis tool of public policy.Firstly,it combined the concept of public management,theoretical architecture and design with the new round of Chinese power system reformation,which enriches connotation of public management,strengthens the specific practice of public management concepts and develops the course of public management.Secondly,from the new perspective of public management on power grid enterprises in the progress of power system reformation,it plays an important role for positioning and exerting its function in the reformation,and offering corresponding countermeasures.Thirdly,the combination of public management and Chinese new round of power system reformation is significantly beneficial to perfect the theoretical system of electric power system reformation and investigate it systematically.Since the special study in June 2016,the author has carried out active and effective research work on the subject from the policy documents and the practice of reformation based on collecting and analysing the relevant domestic and foreign laws and regulations,discussing and communicating with various government departments and related power supply companies,researching from the relevant departments of the state Grid,and analysing relevant documents issued by the nation.With related research,analysis,investigation and feedback,the purpose of this paper is to examine and analyze the side sale of electricity reformation from the perspective of public policy,and to provide theoretical support and suggestions for the further development of the reformation.
