This paper based on the reality of Xichang City makes an integrative analysis of the formation and current situation of the gap between urban and rural areas from various perspectives of economy, society, culture, institution, etc., provides the train of thought, objectives and guideline about the balance of urban and rural development of Xichang City in the future, and put forwards the solution of the"Peasants, Rural Areas, and Agriculture"problem in the ethnic minority areas. This paper argues that Xichang City should fully utilize the location-specific advantage as being the capital of Liangshan Autonomous Prefecture; insist on the integration of both urban and rural economy; through the interaction of primary, secondary and tertiary industries, urban and rural areas, promotes the sustaining effects of industry on agriculture, of urban areas on rural areas; gradually improve the dualistic urban-rural structure and realize the integrative development of economy and society of both urban and rural areas.The balance of urban and rural development is the basic solution of implementing Scientific Outlook of Development, promoting industrialization, urbanization and agricultural-industrialization, and dealing with the"Peasants, Rural Areas, and Agriculture"problem. The author makes an in-depth investigation of the strategy of coordinative development of urban and rural areas, finds out the formation and current situation of both urban and rural development, analyzes the existent problems and relevant reasons, puts forward the thought and solution, and arrives at a practical research conclusion on the balance of urban and rural development of the ethnic minority areas, especially the multiple ethnic groups area.
