international economic pattern as well as the new situation of the domestic economic development,it is of top priority that how we change currentlt extensive economic growth into an intelligent and intensive way,promoting the adjustment of China's industrial structure.The High-tech industry plays an increasingly prominent role in boosting the economic readjustment,accelerating industrial restructure,upgrading industrial quality,enhancing industrial efficiency and accumulating of new kinetic energy.This paper's writing methods are combination of normative analysis and empirical analysis.First of all,the related theories and research literatures are reviewed and sorted out.The mechanism of innovation performance of innovation environment is discussed from the three mechanisms of transmission mechanism,power mechanism and guarantee mechanism.Based on Michael Porter,This paper analyzes the factors that influence the innovation environment and its five aspects on the innovation performance of high-tech industry,influences the channel and influence effect,and puts forward the corresponding research hypothesis.The Secondly,through the detailed statistical data,this paper introduces and analyzes the development history and trend characteristics of China's high-tech industry,focusing on the five aspects of China's innovation environment,from the national level and regional level,a macro study And the local comparison,through the analysis of the status quo found that China's high-tech industry has made remarkable achievements,but there are some constraints to its sustainable development constraints.China's high-tech industry development and innovation environment to improve,have made great progress,but the eastern,central and western regions of the gap is growing,not only did not improve the situation in some areas,and even a deterioration trend,Showing a significant "Matthew effect".Finally,on the basis of the theoretical analysis,this paper constructs the empirical model of the impact degree and influence path of the innovation environment on the innovation performance of the high-tech industry from the generalized Cobb-Douglas production function,and select the panel data of 30 provinces(cities,districts)in China from 2003 to 2014,investigates the innovation environment from the national level and the regional level The empirical test,the conclusion of this paper is as follows: Firstly,the innovation environment has a significant positive effect on the innovation performance of the high-tech industry.The performance innovation environment on the innovation performance of high-tech industry is significant both from our country and the eastern,central and western regions.The empirical results show that the 1,which indicates that the high-tech industry is present at the national level,which shows the characteristics of diminishing returns to scale.It supports the research background of factor-driven industrial development.And the impact of the innovation environment on the innovation performance of high-tech industry is more influential than the R & D expenditure,and it proves that the innovative environment is better able to promote the innovation performance of high-tech industry than the additional investment.Secondly,there are obvious differences in the impact of innovation environment on the innovation performance of high-tech industry.From the national level,the infrastructure,market environment,human resources and financial environment have a significant positive effect on the innovation performance of high-tech industry,the elasticity coefficient is 0.227,0.339,0.193,0.220,indicating that the market environment for high-tech industry Innovation and performance of the strongest role,followed by the infrastructure,financial environment,human resources.Only the impact of the level of entrepreneurship is not significant,indicating that China's current innovation,entrepreneurial atmosphere is not ideal,at a low level,failed to effectively promote innovation and entrepreneurship activities,improve high-tech industry innovation performance.Finally,regional heterogeneity leads to the obvious difference between the five aspects of innovation environment and the innovation performance of high-tech industry.The five aspects of the innovation environment in the eastern region have significant positive effects on the innovation performance of the high-tech industry.In the central region,only the market environment and human resources promote the innovation performance of the high-tech industry.The western region has only significant market environment Positive effect.And the financial environment in the western region,the western region's entrepreneurial level also has the inhibitory effect on the innovation performance of the high-tech industry.All in all,in order to create a good innovation environment,to
