In today's society,technological competition has long been an important area of competition between countries and regions.On April 16 th,2018,the US Department of Commerce website announced that it would prohibit US companies from exporting any technology or products to ZTE within 7 years.The occurrence of "ZTE event" reflects the contradiction between foreign technology introduction and independent innovation capability that has deep implications for the development of industries with high technical requirements in China.As a collection of China's technology-intensive industries,the science and technology expenditure activities of high-tech industries can be divided into five types of expenditures,such as R&D innovation activities,foreign technology introduction activities,digestion and absorption activities,domestic technology purchase activities,and technological transformation activities.Whether these five types of expenditures have an impact on innovation performance and the outcome of the impact are the main concerns of this paper.Based on the characteristics of high-tech industries,this paper proposes the defination of non-R&D innovation in high-tech industries.Unlike other industries,high-tech industries are more focused on technology-based non-R&D innovations.Therefore,we believe that the definition of non-R&D innovation in high-tech industries is a technological innovation activity other than narrow and formal R&D innovation,and its main activities include foreign technology introduction,digestion and absorption,domestic technology purchase and technological transformation.Under this definition,we analyze the impact of four different types of non-R&D innovation activities on innovation performance,and the relationship between non-R&D innovation and R&D innovation.In additon,this paper uses STATA statistical software to empirically study the above problems by regression analysis of data from 1998 to 2016 in the secondary sub-sector of high-tech industry.The research in this paper finds that the effects of four different non-R&D innovation activities on innovation performance are not exactly the same,and even the effects of innovation performance measured by different dimensions are different.Foreign technology introduction activities have a negative effect on the number of invention patent applications,and have a significant positive effect on the sales revenue of new products;digestion and absorption activities have a significant positive effect on the number of invention patent applications,and the positive effect on the sales revenue of new products is not significant.Technical transformation has a significant negative effect on the number of invention patent applications,and has a significant positive effect on the sales revenue of new products;non-R&D innovation activities have a positive effect on the number of invention patent applications,and have a significant positive effect on the sales revenue of new products;Non-R&D innovation activities have a significant inhibitory effect on the positive effects of R&D activities and innovation performance.Based on the above conclusions,this paper proposes that the relationship between technology introduction and digestion and absorption,the relationship between technology introduction and innovation,the relationship between technological transformation and innovation,and the relationship between non-R&D innovation activities and R&D innovation activities should be properly handled.
