Research On The Impact Of Regional Innovation Environment On The Development Of High-tech Zones

Since the late 80s of last century,the development of high-tech zones in China experienced a huge change.High-tech Zone plays an important role in China's economic development and reform as an important carrier of China's science and technology,The development of high-tech zones has led to the development of the national economy,and high-tech zones as a gathering area of high-tech industries,has become a national strategic emerging industry base,and effectively promote China's regional industrial upgrading.China's high-tech zone has its own characteristics,it looks more like an "industrial area" than "Science Park" in twenty years.Although the high-tech zones changed in the "second pioneering" strategy,but capital,talent,research and development are still the main driving force for the development of high-tech zones.However,the financial crisis broke out in 2008,China's economy suffered a greater impact,the original extensive,export-oriented economic road gradually ended,the new era of economic arrive.In the new historical period,the high-tech zone has also been given a new historical mission and national tasks,high-tech zones are facing new opportunities and challenges under the innovation-driven development strategy.Obviously,the factors which support and influence the development of high-tech zones have quietly changed in the new economic development stage,and with the high-tech zones gradually changing to the "science and technology park",the influence of external environment is growing.In the process,how does the external environment,especially the regional innovation environment affect the development of high-tech zones?Researching on this problem is clearly very important for the sustainable development of high-tech zones.At present,the research on high-tech zones is mainly focused on the evaluation of competitiveness,the measure of innovation efficiency and the research of management model.The research on the influencing factors is mainly to analyze the influence of inner factors on the development of high-tech zones,external environmental factors are not inclueded.As for research on regional innovation environment,in addition to theoretical analysis,empirical research is just at the provincial level,and few scholars link them to the development of high-tech zones.On the whole,the existing research did not track the new situation,new problems,there is a certain gap,the lack of research makes the development and improvement of high-tech zones lack the necessary guidance and reference.Based on this background,this paper first clarifies the idea of research,that is,analyze the impact of regional innovation environment on high-tech zones since 2008,and clear the research object and level,in the research object,we choose 53 high-tech zones which were set up in China in 1992,at the research level,the regional innovation environment is also specific to the city's innovative environment in which High-tech zones are surrounded.There are so many factors included in the regional innovation environment,but in this paper we take seven factors such as the level of scientific research,industrial base,traffic conditions,communication conditions,openness,financial support and livability into the regional innovative environment after combining the theory of location,new industry area theory,innovation ecosystem theory and "China regional innovation capability report".Also,this paper attempts to construct a theoretical model to describle how the regional innovation environment influence the development of high-tech zones.Based on this model,we collecte data from 2008 to 2015 in the "China Torch Statistical Yearbook",the "China Urban Statistical Yearbook",to build a short panel of 53 individuals,8 years.Then we first use metrological analysis software Stata to carry out the overall panel data regression,and later carry out the regression of the two sub-panels(East area and central&western area).The results show that the improvement of regional innovation environment has a significant effect on the development of high-tech zones,and this effect shows obvious regional differences.In terms of the overall level of the country,the financial support in the regional innovation environment,the level of science and education,the communication conditions are the three factors that have the greatest impact on the development of high-tech zones.In particular,the influence of communication and finance in the eastern region is large,The level of science and education,traffic conditions and openness in the central and western regions have a greater impact.Based on the research results,this paper puts forward some policy suggestions to improve the regional innovation environment in order to promote the development of high-tech zones.It mainly includes,deepen the reform of the financial field,promote the development of the financial market and enhancing the level of financial support to the real economy.Deepen the reform of the sicentific field,stimulate vitality of science and education,improve the quality and level of education.Continue to strengthen the information construction,promote the "Internet + " to the high development level.Keep the concept of sustainable development,and constantly create a better city environment.
