Livestock breeding pollution is typical agricultural non-point source pollution.So academic circles at home and abroad have studied on estimate of pollution load,assessment of pollution level,selection of pollution control methods.The methods of science,accurate,reasonable on general survey about livestock breeding not only have contributed to implement reduction plan positively,but also benefited to promote sustainable development,thus further affect to draw up government policy-systems on livestock breeding.In recent years,in order to control livestock's pollution from sources,more efforts such as general survey,routine supervision,management practices were devoted to the environmental and regional ecology protection from the Chongqing Government,and made certain achievements.But under present production and government management condition,assessment of pollution level and regions are needed urgently,thus put forward some suggestions on relevant state policies support.Basing on livestock data from statistic 2013,and taking 10341 households large-scale farms for research objects,the paper evaluates pollution level and raise the main pollution areas at present by the combination of field survey and theoretical analysis on discharge coefficient,crop-animal mixed etc.At some time,basing on external environmental cost method on livestock,propose to facilitate the industrialization of organic fertilizer from livestock,set up a tripartite game mode among “government-organic fertilizer enterprise-breeders” and obtain the subsidies scopes on organic fertilizer enterprise and breeders,in order to provide a basis for scientific decision-making.The main results are as follows:1.Work out the total amount on contamination discharge.Results showed that amount of 5818.4×10~3 equivalent pig were calculated,with 104.7×10~3,17.9×10~3 and 10.4×10~3 tons of TOC,TN and TP discharging in 2013 in this study.Breeding was dominated by small and large scales,abounding in pigs and laying hens.The results also showed that space distribution of livestock had a significant positive auto-correlation in Chongqing.That means,with the increasing of the amount of sewage in a certain county,the county around it had raised too.The “high-high” areas were located in urban development area and ecological protection development area in Southeast Chongqing,and “low-low” areas in urban function area and ecological conservation development area in Northeast Chongqing.2.Structure a method on carrying capacity in Chongqing.T Percentages of effective area in disposing feces of outside the Three Gorges Reservoir Area or the Three Gorges Reservoir Area were 42%,40%.The highest culture carrying capacity per unit area of the Three Gorges Reservoir Area is 9 cap /hm~2,but outside of the Three Gorges Reservoir Area is up to 10 cap /hm~2.3.Assess the pollution level on different counties.The level of carrying capacity of livestock-breeding environment was “a little risk” in Chongqing.But the level of load risk value of six districts was above “alert”,and the ranks at “risk”,“relatively risky”,“high risk” levels respectively.The whole city could develop about 4508.9×10~3 equivalent pig,which were distributed in 31 districts.What the quantities were most and lowest were Youyang,Pengshui,Xiushan.4.Structure game model among “government-organic fertilizer enterprise-breeders” on organic fertilizer production,and probe into subsidies scopes on organic fertilizer enterprise and breeders.The amount of contaminated soil is 189524 hm~2 in Chongqing,leads to 3.73-billion-yuan crop losses at the same time.Through implementation government subsidization to encourage livestock manure be produced organic fertilizer.The minimum subsidy of every pig relating to organic fertilizer enterprise and farmers are ?13.3,2.6,respectively,and total subsidy ceiling of every pig is ?64.11.
