Research On The Perfection Strategy And Related Suggestions Of Gansu's Agricultural Insurance Subsidy Policy

Agricultural insurance is a “green box”policy that the WTO allows many countries to support agriculture.It is one of the three pillars of modern agricultural development and an important tool for transferring agricultural risks.Practices of domestic and foreign agricultural insurance show that the successful development of agricultural insurance can not be separated from the government's support,particularly the financial subsidies,which means we must implement the policy-oriented agricultural insurance system.For the past few years,the financial subsidies of agricultural insurance has been concerned extensively.Although the government has tried hard to optimize model and increase efficiency,a stable mechanism of financial subsidies for agricultural insurance has not formed and the legal and regulatory framework for agricultural insurance have not introduced at present.So it is important to study optimization model of financial subsidies for agricultural insurance which suits the respective region.Gansu is an underdeveloped province located in the western of China.In addition,the particularity of agricultural production process makes it difficult for farmers to solely bear the risks of agricultural production.In view of this the agricultural insurance is necessary to provide risk protection for the province's agricultural modernization,and to help the province's poverty alleviation and poverty alleviation strategy.In this context,based on welfare economics,market failure theory,new public management,this paper analyzes the agricultural insurance market of Gansu Province.As an example,in-depth discussion of Gansu's agricultural insurance subsidy system problems.By drawing lessons from the successful of the relevant agricultural insurance subsidy policies in developed countries and combing with the socialist characteristics of China's actual situation of the economic market,summarized the generalview of academic circles,this paper puts forward the perfection strategy and related suggestions of Gansu's agricultural insurance subsidy policy.This paper puts forward the optimization path from the formation and application of subsidy fund and the operation and optimization of subsidy mechanism,in order to improve the benefit of financial fund subsidy,promote the sustainable development of agricultural insurance market,and achieve the goal of increasing agricultural output,increasing farmers' income and stabilizing rural areas.
