Along with the advancement of economic integration and globalization,economic development into a collaborative symbiotic period,production factors of any area must flow to different regions,can not exist independently in a closed space and must be integrated into the big area,but as the gap of regional economic development,provincial border regions zone have also been included in the network of economic development in large area,provincial border regions are the intersection area of provincial economy and policy,and regional friction place,synergy of these areas have more difficult,and the difficulty is big,construction of a harmonious society is one of the major issues to build a harmonious society,The basic issue of the coordinated development about regional economy is the issue of collaborative development about human resource synergy.If there is no human coordination of resources development,regional economic coordination can not obtain the expected effect.How to further strengthen synergy development of the human resource in provinces border area,to make it play a greater role in the development of regional economic integration,which become a problem to be seriously discussed.Based on the related concept,related theory and the literature at home and abroad,firstly,using the explanation structure model,this research reveal that main body of human resources realize development process of coordinated development for human resources on provinces border area,under the action of system elements,Based on the explanation structure model,three subsystems of coordinated development model for human resources on provincial boundary region are put forward,conceptual model of influence factors of human resources coordinated development for provinces border region:human resource synergy development object,human resource synergy development environment,human resource synergy development main body.Based on explanation structure model of human resources collaborative development about the inter provincial boundary area and related literature research,the concept model of the influencing factors about human resources collaborative development in the inter provincial boundary area are constructed.Through the questionnaire,the statistical analysis of sample data is conducted by using SPSS17.O and AMOS17.O.The results are obtained in following:benefits of collaborative development are composed of configuration and investment benefits.Four dimensions of environment of collaborative development:macro policy leading,difference of regional economy,system consummation degree,difference of regional culture.environment of collaborative development has a positive influence on benefit of collaborative development.But different dimensions have different effects on benefits of collaborative development.Collaborative subject characteristics are composed of collaborative development and coordination development ability.Traits of collaborative subject are for benefit of collaborative development with a significant positive relationship.Traits of collaborative subject play an intermediary role between environment of collaborative development and benefit of collaborative development,but there is no direct correlation between difference of regional culture and ability of collaborative development.Properties of collaborative object are composed of two dimensions that are structure of human resources and quality of human resources.It has a moderating effect on the relationship between entrepreneur characteristics and entrepreneurial opportunities recognition,also between environment of collaborative development and benefits of collaborative development.In this paper,we construct the explanation structure model and the structural equation model about cooperation development of human resources in provincial boundary area,which is not only use empirical analysis to replace the lack of qualitative analysis,but which emphasis that how to make use of the elements in the collaborative development of human resources,to break through the barriers of inter provincial boundaries and to achieve the goal about collaborative development process of human resources.The research results have important practicality guiding significance for collaborative development for human resources in inter provincial border area.
