SABR as science and technology building enterprise how to in today's competition is especially under the severe challenge to maintain good business trends, and how realistic the management department performance targets and enterprise strategic goals consistent, help enterprise smooth implementation strategy, enhance core competitiveness, to ensure the sustainable development, this is SABR optimization functions of the existing performance evaluation system of practical problems.Taking SABR functions as the research object, first of all, the paper expounds the concept of performance and performance appraisal, meaning, and involves the related performance appraisal methods has carried on the theoretical guidance. Second, focus on the needle SABR functions is expounded the existing performance evaluation system and relevant implementation, combined with questionnaire survey method, solves the problems of the performance appraisal system and staffs expectations, analysis the result of the examination,the lack of department USES a single major issues such as the reason. Again, in this paper,according to the functions of the SABR job characteristics, job analysis, the overall grasp and ultimately determines the functional classification, evaluation indexes and the weight, make the enterprise maintains highly consistent goal and department goal, is also attaches great importance to the department performance evaluation. Based on KPI, the key work plan,breakdown three methods for reduction of department, the middle-level cadres and ordinary staff of different levels on the performance evaluation methods, such as operation, and compiled a detailed inspection plan and the assessment results and feedback. Finally, to ensure the effective implementation of the performance appraisal system optimization design of SABR,must pass through from the aspects of communication plan, promote and solve the problem of feedback to recognize the benefits of implementation; And at the strategic level performance evaluation plan and organization guarantee, system guarantee and culture guarantee.Based on qualitative analysis and empirical analysis, this paper adopts the way of combining theory and practice has carried out systematic, targeted and relevant research, select and determine the performance appraisal system design can effectively improve SABR strategy implementation, and has certain reference value.
