Research On Chinese Tuna Fishery Industry Based On SWOT-PEST Model

Tuna fishery is one of the most advanced industries in Chinese fishery industry filed.Most species of tuna fishery resources have been in the state of over fishing with the progress of human fishing technology and the improvement of fishing effort.For realizing the sustainable development of tuna fishery resources,five Regional Tuna Fishery Management Councils have been set up since 1949.At the same time,the island fishery countries strengthen the protection of tuna fishery resources in the exclusive economic zone.As a whole,the international management of tuna fisheries is becoming more and more strict,and the amount of tuna for catching is gradually decreasing.Tuna fishery industry in China started late.It lags behind compared to Japan,South Korea,Spain and other fishery developed countries.The development of pelagic fishery is the only way to relieve the pressure of inshore fishery resources in china.Tuna fishery as an important component of Chinese deep-sea fisheries,the sustained and stable development of tuna fishery industry,enhancing the international competitiveness of this industry,looking for new growth point of the industrial economy have been the important content and direction of Chinese tuna fishery industry in the national development strategy of ocean fishery policy.Tuna fishery enterprises face resources recession,increased operating costs,shrinking market,quota reduction,crew recruitment difficulties and other problems.How to deal with and adjust the development strategy to solve the bottleneck of the development,has been imminent.This paper adopts SWOT-PEST analysis method and analyzes the advantages,disadvantages,opportunities and threats of tuna fishery industry from four aspects: political factors,economic factors,social factors and technical factors.It is found that the advantages and development opportunities of tuna fishery industry in China mainly focus on the national policy support and the good development of domestic economy.China has already incorporated the deep sea fishery into the national marine development strategy.Government give a great deal of preferential policies and financial support in the reconstruction of old ship,subsidies for diesel oil,tuna products duty-free return,deep sea fisheries enterprise income tax relief and the construction of a policy of mutual insurance system and other aspects of fishing.The rapid and steady growth of China's economy and the improvement of people's consumption level have been improved to provide a good foundation for the development of China's domestic tuna consumption market.It will become the key to break the bottleneck of the development of tuna industry in china in the future.The lack of ability to fulfill the fishing vessel,low production efficiency,low product quality,lack of brand building and the lack of industrial complex talents are the weaknesses and threats of the tuna industry in China.According to the analysis of SWOT-PEST,taking account of the internal strengths,weaknesses,external opportunities and threats,this paper proposes four kinds of tuna fisheries industry development strategy.SO Growth Strategy: Paying attention to play the advantages of the industry,with the opportunity of industrial development,using of a variety of media means to vigorously develop the domestic tuna market.Consumption drives production and stimulates industrial development.ST Diversification Strategy: relying on internal development advantages,paying attention to avoid external threats,reducing the risk of industrial development,speeding up the update speed of our old fishing boats and fishing equipment on the existing basis,improving the international performance ability of tuna fishing vessels in China,and actively participate in international tuna management activities,improving the right of discourse in international tuna fisheries management.WO Reverse Strategy: using external development opportunities to develop plans for internal weaknesses to reverse the inferior situation,establishing and improving the policy mechanism to promote industrial development,improving policy implementation and supervision system,strengthening the capacity of the construction industry association,paying attention to the cultivation of pelagic fishery talents,accelerating the upgrading of tuna fishing boats.WT Defense strategy: putting forward strategies based on internal and external threats,against external threats,improving the tuna fishery enterprise management level,reducing the cost of production and management,strengthening the training of enterprise talents,prohibition of deep sea fishing vessels engaged in any form of IUU fishing,learning from the advanced technology to improve the fishery production.In the end,this paper puts forward five suggestions for the development of tuna fishery industry in China: speeding up the domestic tuna consumer market development process;continuing to strengthen the support of national policies on tuna fishery industry;improving the management level of the industry;attaching importance to the cultivation of talents and the psychological construction of crews;focusing on scientific and technological research and service.
