As an important production factor,land resource plays an important role in economic and social development.As China's urbanization further advances,problems such as lack of reserved land resources,shortage of city development space and prominent conflicts between supply and demand force city land utilization model to change from being extension-oriented to being potential-tapping-oriented.How to effectively tap into the potential of existing industrial land use is important to promote industry upgrading and space optimization of cities.Yuexiu district is located in the center of Guangzhou.Because it has developed markets and rich resources in science and education,so it has innate advantages of developing service industry.But because of its location,shortage of land resources hinders the development of the industry.On one hand,there is a strong demand of land use in emerging industries.On the other hand,inefficient land use of traditional industries still exists.So how to effectively tap into potential inefficient industrial land use is not only a practical demand for further increasing the quality and efficiency of regional supply system but also an internal demand for building carriers,seeking for increments among stock resources and further expanding the development space of city center,which is strategically important to provide momentum for economic development of Yuexiu district and realizing connotative economic development.This article is based on theory,deeply studies documents of industrial land use.Based on related theories and practices and according to conclusions of related academic institutions and government departments,setting preliminary boundaries for the concept of inefficient industrial land use of Yuexiu district,counting,classifying and analyzing the survey results and expounding the characters of inefficient land use.Through two classic cases of Huanghua science park and Guangzhou civil financial street,deeply analyzing the existing potential-tapping method of inefficient land use of Yuexiu district,summarizing experiences,reveals the present problems of the potential release of inefficient industrial land in the yuexiu district from the perspectives of government,market and enterprise,including deviations in government behavior during foreign investment attraction,impediment of market interest body game and incomplete industrial agglomerate economy.finding out inadequacy and combining the current advanced model of industrial land use at home and abroad.Putting forward the model of tapping into potential of inefficient land use which is in line with the current development level of Yuexiu district,proposing measures including government targeted planning,making use of the positiveness of the market entity and guiding the reasonable accumulation and transfer of enterprises to tap into potential of industrial land use and providing advice for scientific and effective developing countermeasures to avoid inefficient land use,in order to increase the efficiency of industrial land use and promote upgrading of the industry.
