Model Design Of Projects’ Crowdfunding Financing Platform Based On Public Participation

In this paper we define the public construction project financing question as the research subject,qualitative analyze it by using the knowledge of project financing in engineering management,crowdfunding in finance and public participation in politics.We establish and quantitative analysis a model of network platform to solve the problem,and give plans of how to use this model.Research and application on public construction projects’ crowdfunding financing platform can mobilize social capital effectively and promote scientific decision-making,which finally solve the needs of the public.So it’s a beneficial supplement and adjustment of the public construction projects system nowadays.The public construction project has the attribute of the project and the attribute of public affairs in one.Using crowdfunding financing mode can reduce the financial pressure and improve the efficiency of project;More public participation can let decision-making more scientific and supervision more effective.However,there are some prerequisites before their unity.As for crowdfunding financing,the goal and pledge must be limited to avoid financial risks,and the identity of the investors must be ensured to avoid legal risks;As for public participation in decision-making,except for keeping the public to participate fully,the whole process shall also be orderly and have a good information disclosure to avoid disorderly public participation.That’s all we must pay attention to in designing the model.The model we design includes five stages: project setting and approval,funding,implementation and payback.The project is promoted and set by the public in the way of public voting,after approval by the relevant government departments they will organize the financing stage and implementation if the financing is successful.After all that paybacks of material object shall be paid to the investors.Throughout the project there is information disclosure and public supervision.The model has been successfully designed into financing of the old building elevator installation project and the bus station setting project.It can be seen that the model shall be used more widely in the days after.
