| As a new industry, the industry of convention and exhibition also can drive other local related industries into boom, such as tourism, transportation, hotel and other service industry based on large-scale international conference and exhibition. Because of its prominent driving effect on related industries, the exhibition economy has already far gone beyond itself in its contribution to economic growth. However, lacking the norm of industrial policy has resulted in various problems in the industry of convention and exhibition which is restricting the sound development of this industry seriously.This thesis has analyzes the current situation of convention and exhibition industry in our country at first, using SCP normal form in the industrial organization theory to study market structure, enterprise's behavior and market performance of the exhibition industry. The result shows that the concentration degree of market of exhibition industry is low, the scale effect bad, and the project difference advantage of the convention and exhibition is not obvious. The entrance barrier for Exhibition Company is low but exhibition qualification and entrance barrier for exhibition are high. Then, through analysis of current industrial policy of convention and exhibition, the thesis points out that a major problem is that government and industrial association participate in running of exhibition too much, which interfere with the balance among structure, behavior and performance of market. And the lack of complete trade norm and policy is the reason why government and association sometimes overdo but at other times are absent in market supervision. Subsequently, this thesis proposes that the government should function more as a guide and cultivator in the development of the convention and exhibition industry, set up the fair competitive environment of market. The association should devote more efforts to coordination and serve. Enterprises should improve exhibition organizing, plan, service standard and managerial skill, strive for a better popularity and reputation as a brand, try to attain a stronger position in the international market.Finally the thesis draws the following conclusions.
