With the city's economy development and people's living standards improvement, makes the city scale larger than ever before. Especially more and more residents' ownership of private cars, public transport trips sharing rate is lower and lower. However, China large population, land and energy relatively scarce in the actual situation do not support the car-based urban transport models.In view of this, the state vigorously promotes the development of urban public transport in recent years.Currently, the majority of the urban public transport enterprises were in a long period of monopoly status, hence lack of competition. Because of the low efficiency of internal management, even facing a favorable external environment for development, the operation and development of enterprises do not improve. Therefore, establishing a management system which both adapt to changes in the external environment, and promote the continuous development of public transport enterprises become a public prior task.This article is based, expanded and discoursed under this background. Firstly, from the theoretical point, the study describes the purpose, methods, and then more in-depth introduction, including performance, performance evaluation, key performance indicators (KPI),80/20 rule, performance management and other related theoretical basis. In the third part the urban public transport enterprises for environmental is analyzed. In the fourth part taking one operating subsidiaries of the Jinan Public Transport Corporation as a sample, the aspects of business, organizational structure, corporation strategic objectives, human resources are comprehensively analyzed, particularly based on the staff survey, the existing problems of the performance management were analyzed. The fifth part is the important part of this paper. On the basis of the further clarity of strategic objectives in the operation branches of the corporation, We take strategic objectives as a guide,KPI as the core, then find key performance indicators and disclosed closely, especially for the building process from the KPI system operational level were introduced in detail, meanwhile in the various stages of the performance management some of the necessary work to be carried out and the need to take some protective measures are proposed, then ultimately a set of KPI-based urban public transport enterprises operating branch performance management system is formed.Finally, conclusions and recommendations analyze the advantages and disadvantages of performance management system design. Put forward that only continuous improvement of the performance management system may ensure the effective implementation of the proposals, and hope that public transport companies in other cities will inspire and learn from.
