The Research On Jinan City Food Safety Emergency Mechanism

For a country, the people is more precious. Food safety means public health. Food safety is related to the immediate interests of the people, the social harmony and stability, and country's overall image. Food safety issue has become a hot spot of concern to the people, the focus of attention and government works. Since 2006, the continuous food safety incidents, and especially the hasty, misconduct emergency management of food safety incidents highlights China's food safety emergency mechanism construction defects. Based on the study of Jinan City, using management, public policy, social participation, and other relevant theories in public management and public economics, the status of Jinan City food safety emergency mechanism construction and the exiting and causes are studied, and the developed countries food safety emergency management advanced experiences are adopted for the measures and proposals for the improvement of Jinan food safety emergency mechanism.This paper insists that under the food safety supervision system and pattern, the problems such as not-sound system of laws and regulations, not-smooth emergency system, not-strong monitoring and early-warning capability is, and imperfect information collection and dissemination system, not-in-place emergency security and inadequate training and education are existing in the Jinan city food safety emergency mechanism construction. As for the reasons, it is because of the failure of government, not-perfect crisis decision-making system and the not- higher citizen participation in government decision-making.Based on the conditions of Jinan city and the experience of developed countries, have a sound system of laws and regulations and standards, rationalize the regulatory system, strengthen monitoring and early-warning, structures harmonization of information platform, enhance control system construction and other means to enhance food safety incident prevention capacity , and through the sound system, the construction of an emergency command efficient institutions, and improved information communication mechanism means to improve food safety incidents emergency level. Focus on food safety incident recovery, establish personnel, materials, educational training and other support system, mobilize all social forces to jointly improve the food security emergency mechanism for a rapid, efficient and properly disposal of food safety incident with minimizing losses.For the construction of food safety emergency mechanism, strengthening the prevention, prevention-oriented and achievement of normal emergency management should be focused on to finally built a food safety emergency mechanism which is based on the scientific risk assessment and evaluation of food safety and protected bylaws and regulations, with clear relative duties of government, industry associations, business and consumers, identified division of labor between the government various functional departments, sensitive information and coordination and rapid response in order to achieve the aim of "Done and Will".
