A Study On The Mechanism Of Food Safety Emergency Response In Guangdong Province

In recent years, with the rapid economic development, the food industry in Guangdong Province develops rapidly. Up to 2015, there are more than 1190 thousand food production and operation of enterprises in Guangdong. Because the food production enterprises to ensure the quality and safety of ability, throughout the food safety supervision capacity, food safety emergencies(hereinafter referred to as the incident frequency)how to respond in a timely manner and deal with these emergencies is an important issue in front of the government.This study tries to construct based on in 2013 food and drug regulatory reform after the Guangdong Provincial Food and drug regulatory departments of food safety emergency system, solving the food production, circulation, catering safety emergency management,with a strong practical significance. According to the 2013 Guangdong food regulatory system reform scheme, the Guangdong Provincial Food and drug supervision and Administration Department of the integration of the province food safety office, by the letter appoint, industry and commerce, quality supervision departments of part food regulatory functions, to assume the production, circulation, catering and other more in the field of food safety supervision responsibilities, according to the the People’s Republic of China Food Safety Law "(revised version of 2015) and laws and regulations responsible for food safety daily supervision and administrative law enforcement work.At present, Guangdong Province for food safety emergencies emergency disposal of the relevant laws and regulations, still mainly bases on the national related comprehensive laws and regulations such as "the People’s Republic of China emergency response law, the state’s major food safety accidents emergency response plan, the food safety pre-warning and emergency response system" and so on. In the emergency response system, focusing only on the disposal and accountability, risk prevention and early warning have not been valued. This article believes that the establishment of a sound based on the new era of food safety supervision work of the emergency response system, with a very significant practical significance to strengthen the management of food safety emergencies.The first part of this paper is a literature review, through the research results at home and abroad to put forward academic reference, and put forward the research methods, purpose,significance, etc., to lay the theoretical foundation for this article. The second part is an overview of the theory of food safety emergencies, to clarify the understanding of food safety,emergency, emergency response system, and analyze the theory of food safety supervision and risk prevention and control theory,putting forward and analyzing the characteristics andcharacteristics of food production, circulation and catering. The third part is the reference of food safety emergency system at home and abroad. Comparing with the United States, Japan and other countries and other provinces and cities of food safety emergency disposal mode, I make a comparative analysis, so as to Guangdong Province, food safety emergency disposal work to bring enlightenment. The fourth part introduces the status of food safety supervision in Guangdong, Guangdong Province, the main introduction of the regulatory authorities of the powers of the problem, the emergency response to practical problems, the current work of the problem. The fifth part constructs Guangdong Province food safety emergency response system with early warning system, the information submitted to the system, emergency platform system, emergency management system of regional cooperation, emergency management system of social organization, science and technology support system of six modules.
