"Urban-rural dual economic structure" is a kind of structural imbalance in the process of industrialization and economic development in developing countries where traditional agriculture fallows modern industry and prosperous urban form combines with relatively backward rural form.Since introduced by W.A.Lewis in 1954,the urban-rural dual economic structure transformation has become an important theoretical proposition of development economics.From the theory which emphasized the development of urban area and industry,to which attached more importance to rural area and agriculture,and then to which balanced the urban-rural relations,dual economic structure transformation theory seems have experienced a evolution of negation of negation.But the main transformation path is still limited to: industrialization--industrial transformation--labor conversion--urbanization,which aims to eliminate the "differences" between urban and rural,then achieve the "unity" of urban-rural and industry-agriculture.But that transformation path is prone to form a "homogenization" phenomenon in practice,that industry squeezes agriculture,and city invades county.So the dual economic structure not only can't be digested,but solidified further.Therefore,we must reflect on traditional theory and transformation idea: from industrialization to urbanization,urban-rural dual economic structure won't be digested necessarily;the traditional theory is not universal,especially in developing countries,such as China.Therefore,to explore the new theory of urban-rural dual economic structure have great theoretical and practical value.From the process of industrialization in China,we can find the practical result of urban-rural transformation is deviated from the traditional theory.Urbanization is lagging behind industrialization,and urban-rural dual economic structure has presented a consolidating trend.To solve this problem,it is necessary to break through the ideological shackles of the traditional transformation theory."Urban-rural equivalence" concept is to break the constraints of the urban-rural dual opposition value that city transcend county,tapping the development potential of rural area and agriculture,and reorienting the dominant position of rural area in regional development system.In the core connotation of "urban-rural residents have different but equal-quality life ",urban-rural areas share the same opportunity economic development,equivalent life quality,public services and other aspects,which help to achieve the urban-rural balance ultimately.But the concept of "urban-rural equivalence" has not been developed into exact definition and theoretical system since 1950.Therefore,this thesis explores the theoretical origin of "urban and rural equivalence" concept and refines its theoretical connotation,then build an "urban-rural equivalent" concept system and the corresponding measurement index.By analyzing the necessary practical conditions and driving forces,we'll explore if "urban-rural equivalence" concept can be suitably applied to transform China's dual economic structure.Finally,this thesis integrate "urban-rural equivalence" concept and ancient China's "Peach Garden" thought to conceive an overall development mode of China's rural area.
