Under the background of China’s economy into the new normal, expanding domestic demand is the main driving force of the development of the economy, and the greatest potential for new type of urbanization is to expand domestic demand. What’s more, urbanization of migrant workers for the new urbanization is very important. However, after migrant workers made a major contribution to China’s economic and social development, they can’t enjoy equal social rights with urban residents and become "marginal people" in the city. It is time to promote rural migrant workers, especially the new generation migrant workers into full sense of the citizens. This article tries to proceed from the angle of supply and demand, combining the theory of economics and the theory of labor transfer, and to build a framework for analysis the process of urbanization of rural migrant workers.Firstly, the systemic destination of foreign labor transfer and the theoretical research results of domestic urbanization of migrant workers. Foreign labor migration theory has been relatively mature, influential theories include Ranis-Fei model, Todaros’ urban-rural population migration model, Berg Donald’s theory of push and pull, new labor migration Economics, cost- benefit theory based on human capital, etc. Domestic research focus on the connotation of urbanization of rural migrant workers, obstacles, realization path, and has achieved fruitful results. However, the research in the process of urbanization of rural migrant workers measure is still weak.Secondly, the study analyzes the migrant workers’ public demand and the supply of the public. First of all, using cross table method and two Logistic regressions model to analyze demographic characteristics, family characteristics, occupational characteristics, residential characteristics, institutional factors, social participation in 30 categories of 6 variables. The study found that gender, age, education level and other 15 variables have a significant impact on the migrant workers’ public demand. Secondly, using the zero inflation negative binomial regression models and the ordered response probit model to discuss the influence factors of rural migrant workers’ urbanization from work stability and wage decision. The results show that the temporary and instability are the important characteristics of the migrant workers’ occupation. Variables representing the level of human capital such as the level of education, skills training, work years have a positive impact on migrant workers wages.Thirdly, from the perspective of supply and demand equilibrium, using Biprobit model to measure the degree of the migrant workers’ citizenship. The measure result is 36.89%, far lower than 63.54% of the public demand. Further research finds that migrant workers have a greater demand for the public, but the urban government is not included in the effective demand sequence of urbanization. Excessive tending to the internal demand structure of large cities leads to the imbalance of supply and demand structure and the contradiction between supply and demand of migrant workers’ urbanization is more prominent.Finally, based on the analysis conclusion, we put forward strategies, including the position of government functions, getting rid of institutional resistance, expanding the supply of urbanization, orderly releasing of migrant workers on the demand for the public, and guiding the rural migrant workers to put forward countermeasures.
