| In recent years,extensive economic development has brought about serious environmental issues,affecting the sustainable development of mankind seriously.In order to reconcile the contradiction between economic development and ecological environment,China puts forward five ideas of innovation,coordination,green,open and sharing.Among them,green development is a necessary condition for sustainable development.However,the resource and environmental conditions of the Beijing-Tianjin-Hebei region have been unsatisfactory in recent years.In particular,the haze has been shrouded throughout the Beijing-Tianjin-Hebei region.Resources and environment issues have affected the coordinated development of Beijing,Tianjin and Hebei.And the implementation of green development is the primary task of Beijing-Tianjin-Hebei coordinated development.Therefore,it is necessary to carry out research on green development in Beijing,Tianjin and Hebei.This paper aims to construct the evaluation index system of green development competitiveness of the Beijing-Tianjin-Hebei region by exploring the main idea of regional green development competitiveness so that the paper comprehensively assess the level of green development competitiveness of Beijing,Tianjin and Hebei and provide decision-making basis for enhancing the green development competitiveness of Beijing,Tianjin and Hebei.Based on the research status of green development both at home and abroad,this paper puts forward the four-in-one green development framework based on green resources,green evolution,green behavior and green effectiveness,and then puts forward the four-in-one green development competitiveness.Next,the paper constructs the evaluation index system of green development competitiveness of the Beijing-Tianjin-Hebei region,and the weight of index is determined by entropy weighting method.Then,the paper evaluates the green development competitiveness of Beijing,Tianjin,and Hebei from 2008 to 2015,and carries on the comprehensive evaluation and the difference analysis.The results of the evaluation show that: The green development of Beijing has such competitive advantages that the industrial development is better,the development stage is more forward,the technical progress is better and the behavior of residents,corporate is stronger.But Beijing has less natural resources;The competitive advantages of green development includes that the industrial development situation is better,the development stage is more forward,the residents behavior is stronger.While the natural resources are few,and behavior of the enterprise and government is not enough;The competition advantage of Hebei province in green development lies in abundant natural resources.However,the industrial development situation is poor,the stage of development is relatively backward,technical progress is backward,and the behavior of residents,government and corporate is lacking.Finally,based on the results of evaluation and analysis,this paper puts forward some suggestions on how to improve the green development competitiveness of Beijing,Tianjin and Hebei from three aspects: green resources,green evolution and green behavior. |
