With the promotion of Beijing-Tianjin-Hebei coordinated Development Strategy,Beijing-Tianjin-Hebei urban agglomeration is committed to building a world-class urban agglomeration with Beijing as its core.It is of great strategic significance for our country to participate in international competition,promote comprehensive national strength and narrow the gap of regional development.However,the over-concentration of Beijing's functions and the uneven distribution of regional resources lead to disparity in urban competitiveness in the region,which also hinders the upgrading of Beijing-Tianjin-Hebei region into a world-class urban agglomeration.Therefore,it is necessary for us to evaluate and analyze the urban competitiveness of Beijing-Tianjin-Hebei region and put forward some concrete countermeasures.In the case study part,this paper constructed an evaluation system which included 35 indexes based on the relevant research findings of urban competitiveness and domestic economic background.The evaluation system consists of four dimensions: the economic strength,technological innovation,business environment and ecological environment.Then,an improved gray TOPSIS evaluation model was constructed,which combined gray correlative analysis method with TOPSIS comprehensive evaluation method and each index was weighted by using coefficient of variation method.In the end,the comprehensive competitiveness and sub-competitiveness of each city and the region were analyzed.The conclusions are as follows:From the perspective of internal differences in the region,there is a big gap in the comprehensive competitiveness among cities in Beijing-Tianjin-Hebei region,and the gap in economic strength and technological innovation competitiveness are in the top two,which play an important role in promoting the urban comprehensive competitiveness in the region.The gap in technological innovation competitiveness among cities of the region is biggest,which is mainly due to the low input in scientific research and the shortage of talents engaged in research and experimental development in cities of Hebei Province and that leads to the low output of technological innovation.The gap in economic strength competitiveness among cities in the region comes second,and the main reason lies in the difference in economic aggregate,social consumption demand and foreign trade economy.While the gap in business environment competitiveness among cities is smaller than that of economic strength competitiveness,but apparent disparity exists in the level of actual utilization of foreign capital per capita,Internet infrastructure,transportation and pipeline transportation facilities and cultural and financial service.As for the ecological environment competitiveness,though the gap among cities in this aspect is smaller,but some cities still have problems of serious air pollution and high energy consumption per unit GDP.By inter-regional comparison,we can conclude that there is obvious disparity in the competitiveness of Beijing-Tianjin-Hebei region by comparing with the Pearl River Delta.The economic strength competitiveness gap is the largest,while the disparity in ecological environment competitiveness is the smallest,and the gap in business environment competitiveness has the trend of expanding.Compared with the Yangtze River Delta region,there is obvious disparity in economic strength and technology innovation competitiveness,but the disparity in comprehensive competitiveness is small,and the business environment competitiveness in the region is slightly better than that of Yangtze River Delta region.In general,the gap in technology innovation among the three regions shows a narrowing trend,and the ecological environment competitiveness of Beijing-Tianjin-Hebei region is weak.
