Research On Project Risk Management Of Tonghua Bonded Logistics Center

The construction of bonded logistics center is conducive to the implementation of national regional strategic planning to promote the transformation and upgrading of processing trade to promote the transfer of industries in the central and western regions.It is conducive to the development of logistics industry,to encourage distribution and distribution of logistics projects stationed,to the distribution and distribution center transformation,driven,radiation surrounding industrial chain extension,to promote regional economic optimization.It is conducive to promoting the coordinated development of customs special supervision areas,bonded supervision sites,intensive use of land resources,improving the operational efficiency of customs bonded supervision sites,reducing the cost of supervision and promoting the scientific development of bonded logistics industry.This paper first introduces the basic situation of Tonghua Bonded Logistics Center construction project,and then puts forward the risk management of Tonghua Bonded Logistics Center construction project according to the relevant theories and methods of project risk management.This paper divides the risk of the bonded logistics center project into four aspects: the risk of the investment decision stage,the risk of the planning and design stage,the risk of the construction phase and the risk of the project-specific PPP model.Then,this paper identifies and evaluates the risk,and put forward the corresponding risk response measures.Risk in the planning and design stage includes the design risk,the bidding risk,the contract risk and so on.The risk of the construction phase includes the project cost risk,the project quality risk,the project process risk and so on.The risk of project-specific PPP model includes risk of legal change,risk of approval delay,risk of decision-making of political decision,government credit risk and service risk of supporting facilities.Based on the theoretical research,this paper makes a comprehensive empirical study on the Tonghua Bonded Logistics Center construction project,combines the specific situation of the project,identifies the risks at all stages,evaluates the risks,and finally develops the corresponding risk response measures to effectively improve the project risk management level.At the same time,the results of this study can also be applied to other similar projects,providing some reference for the construction of China's bonded logistics center.
